3 <br />scENARIO-~ _. <br />IF DISAPPROVED FOR INCORPORATION, HEBRON WOULD BE SUBJECT <br />TO: <br />A) Oversight of applicable service issues by Orange County continues until potential <br />annexation by the Town of Mebane. <br />B) Annexation by Mebane is possible based on new annexation criteria. <br />C) North Carolina law permits the annexing town to change the land use or zoning <br />designation of an annexed parcel irrespective of the underlying Orange County <br />Comprehensive Plan. <br />IMPACTS ON ORANGE COUNTY IF HEBRON IS ANNEXED BY MEBANE <br />1) Orange County should form a joint planning agreement with Mebane to coordinate the <br />use and growth of the Hebron area consistent with the comprehensive plan service <br />impact on Orange County such as schools and roads, etc. <br />2) Orange County revenue is similarly decreased by the loss of the population based <br />revenue to Mebane. <br />3) Mebane has the opportunity to extend its ETJ up to 1 mile based on a projected <br />population of over 5000 persons in the year 2000 census. <br />Summary: In either scenario, the establishment of Joint Planning with Hebron and/or <br />Mebane is very important. <br />Enclosures <br />cc: John Link, County Manager <br />Geof Gledhill, County Attorney <br />Page 2 of 2 <br />
