Short-Term Alternatives -Fiscal Year 1998-99 <br />A special funding request can be presented to the Carrboro Board of Alderman; the Chapel <br />Hill Town. Council; the Hillsborough Town Boazd; and the Orange County Board of <br />Commissioners to provide funds for housing repairs and administrative costs. <br />2. The County receives Community and Home Block Grant funding from the State each yeaz <br />in order to provide services to elderly citizens that will enable them to remain in their <br />homes. (Seventy-five (75%) percent of the program beneficiaries to date have been elderly.) <br />Joint Orange Chatham Community Action (JOCCA); the Department on Aging; and the <br />Department of Social .Services presently utilize these funds for program eligible <br />expenditures. There may be a possibility of available unspent funds during this fiscal yeaz <br />which could be used for this program. <br />3. In prior years, some funding from this program has come from the Orange County HOME <br />Program -approximately $58,000. In order to reprogram existing funding for this purpose, <br />the HOME Consortium (all local governments) would have to agree to the reallocation of <br />funds. It should be noted that federal housing funds aze difficult to use for this type of <br />program due to the regulatory requirement of repairing housing to meet local housing code <br />standazds. <br />4. Request the Department of Social Services to investigate the availability of Work First <br />funding for families participating in the WorkFirst program. <br />A meeting has been scheduled between local housing and social service organizations to <br />discuss the program's future including funding challenges. <br />Long-Term Alternatives -Fiscal Year 1999-2000 <br />A special funding request can be presented to the Carrboro Board of Alderman; the Chapel <br />Hill Town Council; the Hillsborough Town Boazd; and the Orange County Board of <br />Commissioners to provide funds for housing repairs and administrative costs. <br />2. Ask the Orange County legislative delegation to support the N.C. Housing Trust Fund bill <br />which provides funding to the N.C. Housing Finance Agency for various housing programs <br />including the Urgent Repair Program. <br />3. Ask the Orange County legislative delegation to pursue discretionary funding in the amount <br />of $60,000 for this program. <br />4. Some funding may be available during the 1999-2000 fiscal yeaz through the Orange County <br />Bond Program. The Bond Policy approved by the Commissioners in December 1998 targets <br />33% of the funding or $594,000 for existing housing programs including such programs as <br />the Urgent Repair Program. <br />5. Some funding may be available from the Orange County HOME Program with the consent <br />of the Consortium members - Cazrboro, Chapel Hill, Hillsborough, and Orange County. It <br />should be noted that federal housing funds aze difficult to use for this type of program due to <br />the regulatory requirement of repairing housing to meet local housing code standards. <br />
