2
of important natural resources as well as lands for recreational and
_ - other purposes.
The Land Resources Conservation Manager position will report to
Environment and Resource Conservation Director David Stancil.
Attachment 1 lists the planned duties and responsibilities. In
summary, the position will be responsible for identifying the County's
natural resources, recommending priorities for preservation efforts,
developing specific strategies to conserve land and other natural
resources and implementing the approved strategies and priorities,
including negotiating acquisition of land and land easements.
The Personnel Department has reviewed the duties and
responsibilities of the Land Resources Conservation Manager position,
compared the duties and responsibilities to existing County positions
and conducted a market survey, although the available market data
was limited. From the data available, Personnel found the average
hiring range for similar positions was in the mid 30,000's to low
40,000's. Therefore, we are proposing a salary grade (Salary Grade
73) with a hiring range of $38,330 to $46,588.
Based on the position's program development and management role
for the resource acquisition program and the available labor market
data, it is recommended that a new class of Land Resources
Conservation Manager at Salary Grade 73 be created to recognize
this position.
At the March 3, 1999 meeting, the Board of Commissioners
considered this item and requested it be brought back on March 16 for
further consideration.
The Board discussed the position's salary grade assignment. The
Salary Grade 73 level takes account of the fact that this position will
have a high level of responsibility in an area new to Orange County
government. Once the position is filled, the employee hired will have
significant responsibility for developing the program from start-up
using his or her own knowledge and experience in the field. Because
of this, recruitment will be targeted at candidates with significant
previous experience in property acquisition and with appropriate
background in science. It is anticipated the applicant pool will be
limited and the hiring range for the recommended salary grade 73 will
be necessary to hire a candidate with the needed qualifications.
Commissioners had asked about the salary grade assignment for
other classes. For information, Attachment 3 shows Orange County
classes at salary grades 70 through 74.
Financial Impact: As provided in the new department report, funding for the new Land
Resources Conservation Manager position has been appropriated
