~~ r, <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 4, 1976 <br />The Orange County Board of Commissioners met in regular session <br />on Monday, October 4, 1976, at 10:00 a. m., in the Commissioners' <br />Room of the Courthouse in Hillsborough. <br />Commissioners present were Vice Chairman Richard Whitted, Commis- <br />sioners Norman Gustaveson and Norman Walker. <br />Chairman Flara Garrett and Commissioner Jan Pinney joined the <br />meeting later. <br />Others present were S. M. Gattis, County Administrator; Neal <br />Evans, Finance Director, A. B. Coleman, Jr., and Jeffrey Gledhill, <br />County Attorneys, and Agatha Johnson, Acting Clerk. <br />Chairman Whitted referred to Item 1 on the Agenda: Persons not <br />on this agenda having business to transact with the Board of Commis- <br />sioners should make their presence known. <br />Mr. Charlie Davis stated that he was present to give to the <br />Commissioners complimentary tickets for the annual dinner meeting <br />of the North Central Piedmont RC&D Project, which will be on October 14, <br />1976, at the Holiday Inn in Burlington, N. C. <br />Chairman GlYiitted referred to Item 2: Approval of the September 21, <br />1976 minutes. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Walker, it was moved and adopted that the minutes of September 21, 1976, <br />be approved. <br />The next item for discussion was Item 3: Ms. Rudolph Koster, a <br />member of the [+7omen International League for Peace and Freedom, will <br />review plans for a "Center for Dispute Settlement." <br />The Chairman recognized Ms. Koster who stated that she was presenh <br />to ask the Commissioners to endorse a project which had grown from six <br />years of "court watching" done by her group. She stated that during <br />this six years, the group had seen a number of minor cases in which the <br />punishment does not satify any of the underlying causes in the dispute <br />and does at the same time crowd the already congested court docket, as <br />well as distract the law enforcement officers from more serious duty. <br />Mr. Koster stated that Ms. Charlotte Adams had done most of the research <br />for the group and she had come across the "American Arbitration Services" <br />group which has had experience in acting as a mediator in solving these <br />types of problems. She stated that what she was asking from the Commis- <br />sioners was an endorsement of the idea and a willingness on the part of <br />the County to cooperate, if the project can get started. Ms. Koster stated <br />that Judge Stanley Pee le found the idea exceedingly appealing and very <br />useful. <br />Discussion ensued. Ms. Koster informed the Board that this under- <br />taking would be recognized within th,e Court system, that all personnel, <br />acting as mediators, would be trained. <br />Commissioner Gustaveson stated that he liked the idea, but would <br />like an opportunity to review the news article and pamphelts, which Ms. <br />Koster had presented. He recommended that this item be deferred until <br />the third Tuesday meeting in October, when a full Board would be present. <br />Chairman Whitted referred to Item 10: The Finance Director has <br />prepared a proposal relating to the distribution of delinquent taxes. <br />The Manager concurs with his recommendation. <br />"This memo is to p.rapose a change in the current practices of dis- <br />tributing taxes more than two years delinquent and of distributing of <br />interest earned on investments to Special Tax Districts. <br />
