Reorganization of Asset Acquisition, Development and Management <br /> Functions <br /> The Board considered approving the Manager's recommendations for reorganization of <br /> County departments whose function encompasses the acquisition, management, and care of <br /> County assets. <br /> Laura Blackmon said that the County Commissioners have seen this before and <br /> reviewed the departments that would come under the Purchasing and Central Services <br /> Director. The working title of the department is Asset Management and Purchasing <br /> Department. Purchasing and Central Services would be combined with Engineering and <br /> Public Works. The consolidation would be effective July 1, 2009. <br /> The proposed responsibilities of the department would include: <br /> - Acquisition and tracking of assets <br /> - Assessment, development, and coordination of capital projects the County <br /> undertakes, including parks <br /> - Development and care of County facilities, including grounds <br /> - Assessment and care of vehicles and equipment <br /> - Care and protection of all County assets through development of effective risk <br /> management strategies and insurance <br /> - Proper disposal of County assets at the end of their usable life <br /> - Engineering and project support for Efland Sewer <br /> Commissioner Pelissier asked about the reorganization with one department head and <br /> what happens to the other department heads with regards to status and salary. She also said <br /> that not having a formal organization chart can create anxiety with staff. <br /> Laura Blackmon said that most of the roles that change are not going to be in the <br /> grounds and fleet management, but more in the professional areas. This topic has been <br /> discussed with staff for months. There would still be the individual functions, but in a more <br /> interconnected and efficient way. <br /> Commissioner Yuhasz thanked the Manager for looking for ways to reorganize and be <br /> efficient and he asked that she continue to look for ways that the County can be more efficient. <br /> Commissioner Hemminger said that she supports the more streamlined approach but <br /> the timing is not good with an Interim Manager coming on. <br /> Laura Blackmon said that these departments would all be moving in the new building <br /> except for Public Works in the summer.
