Item 9: The. County Manager requests the Board of Commissioners name three persons to serve with representatives of the Chapel Hill Carrboro Board of Education and the Orange County School System to plan and coordinate efforts to support the forthcoming school bond election. Discussion ensued. Commissioner Gustaveson suggested Ann Wynne. Other's suggested we re 'Commissioner Pinney, S. M. Gattis, Nell Andrews, ana Oscar Compton. Item 10: The Manager recommends the Board of Commissioners approve a contract with Cavins Inc., for the purchase of a document camera. Agenda Attachment #5 stated 'that at 2:00 p.m., September 3, 1976, duly advertised sealed bids were received for a Rotary Documents Camera for - use.in the Register of Deeds Office. The bids received were as follows: Cavins, Inc. Raleigh, N. C. $4,165.00 Eastman~Kodak Co. , Atlanta, Ga. 7,271.20 Cavins, Inc., bid a machine 3M #3400BE which is now an hand in the Register's Office, under a temporary rental arrangement, and offered an additional consideration of $672.44 ar 85~ of rent since July 1, 1976. Eastman Kodak, Co. bid a Reliant 700 with an additional consideration of $500.00 for placement of order before December 22, 1976. It is recommended by the Register of Deeds and the County Manager that the low bid by Cavins, Inc., be accepted. No more than one bid is required for "apparatus, supplies, materials or equipment" and the gross bid of $4,165.00 is within the originally requested budget amount of $4,745.00, subsequently approved by the Board in the Register's Equipment line item. Upon motion of Commissioner Pinney, seconded by Commissioner Whitted, it was moved and adopted to accept the recommendation of the Register of Deeds and the County Manager for the purchase of a document camera. Item 11: The Manager recommends approval of a contract for legal service for the Department of Social Services, with the firm of Winston- . Coleman and Bernholz. The agenda attachment concerning this item stated that at present the County Social Services Agency receives necessary legal services from the County Attorney under the pravisien.of a contract that covers all County agencies. The State Department of Human Resources has recently implemented a regulation that will allow the County to claim as a reimburseable cost legal services for their agencies, if separate contracts for these ser- vices exists. The proposed agreement is similiar to the present contract with the County Attorney, the principle difference being that the Orange County Department of Social Services is named as the recipient of the Service offered. Execution of this document will allow Orange County to take advantage of the new reimbursement policy. Commissioner Pinney moved that'. the Contract be approved. The motion was seconded by Commissioner Whitted. Discussion ensued regarding the changing of the wording in certain areas of the contract. The Chairman stated that the motion was that the Contract between Winston-Coleman and Bernholz and the Department of Social Services be approved as presented. All members of the Board voted aye and the motion was declared passed.
