Item 9: The. County Manager requests the Board of Commissioners <br />name three persons to serve with representatives of the Chapel Hill <br />Carrboro Board of Education and the Orange County School System to <br />plan and coordinate efforts to support the forthcoming school bond <br />election. <br />Discussion ensued. Commissioner Gustaveson suggested Ann Wynne. <br />Other's suggested we re 'Commissioner Pinney, S. M. Gattis, Nell Andrews, <br />ana Oscar Compton. <br />Item 10: The Manager recommends the Board of Commissioners approve <br />a contract with Cavins Inc., for the purchase of a document camera. <br />Agenda Attachment #5 stated 'that at 2:00 p.m., September 3, 1976, duly <br />advertised sealed bids were received for a Rotary Documents Camera for <br />- use.in the Register of Deeds Office. The bids received were as follows: <br />Cavins, Inc. Raleigh, N. C. $4,165.00 <br />Eastman~Kodak Co. , Atlanta, Ga. 7,271.20 <br />Cavins, Inc., bid a machine 3M #3400BE which is now an hand in the <br />Register's Office, under a temporary rental arrangement, and offered an <br />additional consideration of $672.44 ar 85~ of rent since July 1, 1976. <br />Eastman Kodak, Co. bid a Reliant 700 with an additional consideration <br />of $500.00 for placement of order before December 22, 1976. <br />It is recommended by the Register of Deeds and the County Manager <br />that the low bid by Cavins, Inc., be accepted. No more than one bid <br />is required for "apparatus, supplies, materials or equipment" and <br />the gross bid of $4,165.00 is within the originally requested budget <br />amount of $4,745.00, subsequently approved by the Board in the Register's <br />Equipment line item. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Whitted, <br />it was moved and adopted to accept the recommendation of the Register of <br />Deeds and the County Manager for the purchase of a document camera. <br />Item 11: The Manager recommends approval of a contract for legal <br />service for the Department of Social Services, with the firm of Winston- <br />. Coleman and Bernholz. The agenda attachment concerning this item stated <br />that at present the County Social Services Agency receives necessary <br />legal services from the County Attorney under the pravisien.of a contract <br />that covers all County agencies. <br />The State Department of Human Resources has recently implemented a <br />regulation that will allow the County to claim as a reimburseable cost <br />legal services for their agencies, if separate contracts for these ser- <br />vices exists. <br />The proposed agreement is similiar to the present contract with <br />the County Attorney, the principle difference being that the Orange <br />County Department of Social Services is named as the recipient of the <br />Service offered. Execution of this document will allow Orange County <br />to take advantage of the new reimbursement policy. <br />Commissioner Pinney moved that'. the Contract be approved. The <br />motion was seconded by Commissioner Whitted. <br />Discussion ensued regarding the changing of the wording in certain <br />areas of the contract. <br />The Chairman stated that the motion was that the Contract between <br />Winston-Coleman and Bernholz and the Department of Social Services be <br />approved as presented. <br />All members of the Board voted aye and the motion was declared passed. <br />(For Gopy of contract between Departmentk of Social Services and the <br />firm of Winston-Coleman and Bernholz, see Minute Docket Book Page. ) <br />The Finance Director was requested to sent to the Social Services <br />Director an itemized record of work perfarme.d by the County Attorney in <br />order that Mr. Ward might know what work was being paid for. <br />
