BU"fZ et al, <br />Defendants <br />WAKE COUNTY <br />NORTH CAROLIfdA <br />AFFIpAVIT <br />I, Flora Garrett, of Orange County, North Carolina being duly sworn, <br />depose and say: <br />1. I am the duly elected chairman of the Board of Commissioners of <br />Orange County which is the governing body of Orange County. <br />2. That on March 9, 1976 the Orange County Board of Commissioners <br />endorsed a switchover from SFP to WIC by Orange-Chatham Comprehensive Health <br />Services, Inc., the operating agency in this County.. <br />3. That this approval was given because this Board was informed and <br />therefore believes that the WIC program is the best available program for <br />providing services to lactating mothers and to needy infants and children. <br />4. That the switchover from SFP to WIC in Orange County was effective <br />on July 7, 1976. That the Board of Commissioners feels it is wasteful, <br />inefficient and would result in a net loss of services to the target popu- <br />lace to require a change back to SFP after only a brief operation of the <br />WIC program. <br />5. That Orange-Chatham Comprehensive Health Services, which operates <br />the program, is doing so in an effective manner and is adequately serving <br />the target population. <br />6. That the Board has been informed of the judicial order which man- <br />dates this change and the events which gave rise to that litigation; that <br />the Board feels that the implementation of the order, would in this parti- <br />cular case, work a hardship~on needy mothers and children in this county <br />and would negatively affect the effectuation of. the purposes of the child. <br />nutrition legislation. <br />7. That this Board desires the WIC program to continue operating in <br />this County. . <br />8.
