Commissioner Gustaveson inquired about the <br />coordination of meal sites with those provided by the County. <br />Mrs. Martin stated that there was na dther program to feed the <br />chron~,cally ill, shut-in population. She stated to go into the .County <br />would restrict the operation of the program. Further discussion ensued. <br />Commissioner Pinney moved that $2,000 be taken from the Contingency <br />Fund and appropriate $2,000 to the Meals on Wheels Program for Chapel <br />Hi11-Carrboro area, and that the Finance Director be authorized to pre- <br />pare a budget amendment for this appropriation. <br />Commissioner whitted seconded this motion. <br />-- Discussion ensued. Commissioner Walker pointed out the similar° <br />ities between this request of Mrs. Martin and the request received . <br />from the Orange County Medical Foundation. He requested that the County <br />Attorney investigate the legality of the request. <br />Commissioner Walker moved that the Board table this request until <br />the first Monday's meeting. <br />The motion died for lack of a second. <br />Further discussion ensued and Commissioner Gustaveson stated that <br />he could foresee many requests coming before the Board for start-up <br />funds for many good programs. He stated what he felt was needed for <br />the Commissioners was a preliminary body that could receive such re- <br />quests and assess the requests in light of the entire county's needs <br />to determine the priorities. <br />Commissioner Pinney called for the question. All members of the <br />Board voted aye and the motion was declared passed. <br />(For copy of Budget Amendment for the Meals on Wheels Program <br />for Chapel Hill-Carrboro area, see Minute Book, Page .) <br />Item 8b: One vacancy exist (Mrs. Arzelia McAdoe has resigned) <br />on the Health Systems Agencies Board of Directors. <br />The Clerk was requested to write a letter to Mrs. McAdoo confirm- <br />ing her resignation to the Health System Agencies Board of Directors and <br />also to forward a letter to the Health Systems Agency's Nominating <br />Committee, informing them of Mrs. McAdoo resignation. This will be an <br />agenda item for the first Monday's Meeting. <br />Mrs. Garrett recognized Paul Alston of the Orange-Chatham Compre- <br />hensive Health Agency. <br />Mr. Alston stated that he was present to speak to the Board about <br />the continuance of the WIC Program. He reminded the Board that last <br />March, the County. Commissioners endorsed a switchover from Supplement <br />Food Program to the Women-Infants-Children program by Orange-Chatham <br />Comprehensive Health Services. The program was begun in July and that <br />there are now 333 people on the WIC program. Through a Court action <br />Orange-Chatham Comprehensive Health Agency was being force to switch <br />back to the Supplement Food Program because of certain allegations <br />stating the the WIC program was inefficient and wasteful. Mr. Alston' <br />stated that the WIC program was a much better program and that Orange <br />Chatham Comprehensive Health Services wished to remain an this program. <br />Commissioner Gustaveson moved that the Chairman sign the affidavit <br />to continue the WIC program. Commissioner Finney seconded the motion. <br />The Chairman called for the vote on the motion and all members of <br />the Board voted aye. The motion was declared passed. <br />
