Commissioner Pinney inquired about the $6,000 difference between <br />the recommend budget of $172,064.60 and the other budget of $178,000. <br />He asked what the $6,000 would be used for and could this $6,000 be <br />applied to the County's share for the first year to make the County's <br />share $16,000 instead of the $21,949.80. Mr. Heriford stated that <br />this was a possibility, however, this $6,000 could be needed for <br />salaries. <br />Mr. Beauchaine stated that he would like to look at the project as <br />a whole before definitely placing the $5,000. <br />Further discussion ensued. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that the Board approve COJEMS recom- <br />mended proposal. The Chairman was authorized to execute the Contract: <br />The Finance Director was also authorized to prepare the necessary budget <br />amendment for the proposal and to bring to the next Board's meeting. <br />(Fox copy of COJEMS Budget Amendment see Minute Docket Book <br />Page ) <br />The Chairman referred to Item 6: Mr. Lloyd Osterman, Regional <br />Librarian, will review a proposal that will increase the basic State <br />grant to the Hyconeechee Regional Library by $7,500. <br />Mrs. Garrett recognized Sandy Davison and Cecil Sanford from the <br />Orange County Library Board. Mr. Davison stated that Mr. Osterman's <br />letter fully explained the Board's request that an additional $1,100 <br />be appropriated for support of the County Library for fiscal year 1976- <br />1977. In preparing the Regional Application for State Aid to Public <br />Libraries, it was noted that we are within $.032 per capita of earning <br />an additional $2,500 per county from the Regional grant. Thus, an <br />additional $1,1.00 per county earns each county $2,500 more in State <br />aid as we move from the $1.25 capita bracket to the $1.50 per capita <br />bracket. <br />Commissioner Pinney moved that $1,100 be taken from the Contingency <br />Fund and appropriated to the Orange County Library, and that the Finance <br />Director prepare the proper budget amendment. Commissioner Gustaveson <br />seconded the motion. All members of the Board voted aye and the motion <br />was declared passed. (Far copy of Budget Amendment see Minute Book <br />Page ). <br />Item 8A on the Agenda: One vacancy exists on the Orange County <br />Library Board. The Board has recommended Ms..Katherine Seelye to this <br />vacancy. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that Katherine Seelye 'be appointed to <br />fill the unexpired term of Mrs. E. M. Lockhart to the Orange County <br />Library. <br />Chairman Garrett referred to Item 7: Mrs. Sophia Martin will re- <br />quest an appropriation of $2,000 for start-up funds to assist in develop- <br />ing a Meals on Wheels Program in the Chapel Hill-Carrboro area. <br />Mrs. Martin informed the Board that the requested funds were to <br />get the program started. To date, there are nine churches which have <br />contributed, as well as individuals and businesses. These donations <br />will be used primarily for operating expenses, including the salary of <br />a part-time coordinator, and for administrative costs. They will also <br />provide meals for those who can pay only a little, or nothing toward <br />the cost of their meals. <br />What is needed now is funds for initial expenses and certain opera- <br />ting casts which will be greater during the first few weeks than after <br />the program is established. <br />Mrs. Martin stated that she was requesting start-up funds of $2,000 <br />to meet an important need in the community of Chapel Hill and Carrboro. <br />She stated that this need was not provided by any other agency, and by <br />contributing to the alleviation of malnutrition among individuals who <br />are shut-ins and, far physical reasons, are unable to prepare adequate <br />food 'for themselves. <br />
