The Chairman referred to Item 12: The Board of County Commissioners <br />should consider the role, if any, it might assume in developing future <br />water resources in the entire County. <br />The Commissioners agreed to defer this item until October 5, 1976, <br />at which time the Board will talk abeut the water resources from Seven- <br />Mile Creek and Cane Creek. <br />Mrs. Garrett informed the Board of a 208 meeting scheduled for <br />September 27, 1976, in the Commissioners' Roam. <br />A dinner meeting has been scheduled with the Planning Board and <br />Planning Staff for Thursday, September 30, 1976, at 4:30 p.m., at the <br />Carolina Inn. The Commissioners will also at this time meet with <br />qualified technical people regarding the proposed zoning amendments. <br />A public hearing is scheduled for Monday evening, October 4, 1976, <br />at the Hillsborough Town Hall regarding the 201 Study. <br />Commissioner Gustaveson requested the Board to discuss the extra- <br />territorial question. He stated that esentially he desired a legal <br />clarification from the Attorney General of the extra-territorial exten- <br />sion of the Chapel Hill planning area. He stated that he wanted to know <br />if a special act of the General Assembly is required, or if a general <br />request is needed. He requested further that in a communication with <br />Chapel Hill, that Chapel Hill's Attorney prepare the document for the <br />Attorney General and that the County Attorney review the document to <br />make sure the County's interpretation is included. <br />Commissioner Gustaveson moved to instruct the County Attorney to <br />cooperate with the Attorney from Chapel Hill in getting a legal opinion <br />from the Attorney General regarding the extraterritorial extension of <br />the Chapel Hill Planning area. The motion was seconded by Commissioner <br />Whitted, Discussion ensued. <br />The Chairman called for a vote on the motion. Voting aye were <br />Commissioner Garrett, Gustaveson, and Whitted. Votinq nay were <br />Commissioners Pinney and Walker. <br />The Chairman declared the motion passed. <br />Commissioner Pinney moved that the meeting adjourn. There was <br />no second to this motion. <br />Voting aye on the motion were Commissioners Pinney and Walker. <br />Voting nay were Commissioners Garrett, Gustaveson and Whitted. <br />The motion was declared failed. <br />Commissioner Whitted requested that the Board review the remainder <br />of the Agenda. <br />Item 15: Representatives of the F3ealth Systems Agency will review <br />the plans and progress of that group. <br />Commissioner Gustaveson, a representative of the Health Systems <br />Agency, stated that a Public Hearing is scheduled in Orange County on <br />October 26, 1976, to receive local imput on the health needs in Orange <br />County for the development of a total HSA plan for .this area. He urged <br />the Board to go on record in support of the public hearing by attendance <br />and by endorsing a letter to health leaders in Orange County indicating <br />that the hearing is scheduled and urging them to come anti speak. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Whitted, it was moved and adopted that the Chairman be authorized to write <br />a letter to Orange County Health leaders, public interest groups, provider <br />groups and consumers, informing them of the October 26th public hearing <br />and urging them to participate. <br />Commissioner Walker inquired about the next public hearing concerning <br />the proposed Zoning Ordinance. The Board agreed to set a meeting after <br />the work session of September 30, 1976. <br />The meeting was adjourned. <br />~~~ ~~ <br />Flora R.
