Upon motion of Commissioner Pinney, seconded by Commi.ssione•r <br />Gustaveson, it was moved and adopted that the plat of Stephen Chappel <br />be approved. <br />C. Jeanne Parrish Foushee - This plat proposes the division of a <br />two and one-half acre tract from a larger parcel. Access to this parcel <br />will be through an easement. <br />Mr. Edwards stated that this lot was located off of Bethel Church <br />Road. This is an old lot which was recorded at one time, but was from <br />a rough survey. He stated that a document showing the 3D foot easement <br />was being prepared for recordation. . <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the plat of Jeanne Parrish _. <br />Foushee,be approved subject to the recordation of the 30 foot easement. <br />Final Plats <br />D. Victor Zinn - This plat proposes the division of a th• ty-two <br />acre parcel into seven tracts of various sizes. Access is provided <br />through a right of way. No road standards had been placed on the right <br />of way. Mr. Emory Denny, Attorney for the Zinn, stated that there were <br />Restrictive Covenants imposed on this property which had been approved <br />by the County Attorney. <br />Commissioner Gustaveson moved that the plat of Victor Zinn be <br />approved. Commissioner Garrett seconded the motion. <br />Discussion ensued. Commissioner Pinney stated that h9.s discussion <br />centered about the fact that the entrance to this land was dangerous. <br />He presented a letter from the Highway Department which spoke to the <br />intersection being hazardous. <br />Mrs. Zinn presented letters from people who used the road as well <br />as photographs in support of her position. <br />Mr. Pinney urged that the bushes and shrubs be Gutted back in order <br />that a proper site distance might be maintained onto Highway 86. <br />The Chairman called far the vote on the motion. <br />Voting aye were Commissioner Garrett and Gustaveson, Voting. nay <br />was Commissioner Pinney. The Chairman declared the motion passed. <br />E. Wilford Woods - This plat proposes the creation of four lots <br />each between two and four acres in size. Located off of Lowrance Road <br />in Eno Township, this lot would be serviced by a private road leading <br />to Spring Valley Lake. Mr. Edwards stated that the Planning Board <br />approved this plat subject to the recording of the Right of Way and a <br />road maintenance agreement. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted~•.that the plat of Wilford Woods be <br />approved subject to the recordatien of the Flight of Way and the road <br />agreement. <br />Chairman Garrett stated that she did not like to approve plats <br />which had "subject to" conditions and requested that all matters be <br />cleared before presentation to the Commissioners. <br />F. Grampion Hills Phase II: This plat was referred back to the <br />Planning Board for additional information at the Board's August <br />meeting. This information was secured by the Planning Staff and pre- <br />sented to the Planning Board. The Planning Board subsequently re- <br />approved this plat. Mr. Edwards stated that although there was a 15$ <br />slope on some lots there still remained enough building space. He <br />stated that the road would be built to State Standards with some of the <br />roads being paved. <br />Discussion ensued concerning the types of soil found on this land. <br />Mr. Edwards stated that the perk results were excellent, and that all of <br />the proposed lots were over two acres in size. He said that the only <br />problem with these lots was septic tanks, but with the lots being this <br />large in size there should be adequate space for septic tanks. <br />
