Should this task force become actively involved in establishing <br />a base for funding services for youth? <br />Mrs. Garrett referred to a Memorandum received from the Department <br />of Human Resources concerning Technical Advisory Committee on Delinquency <br />Prevention and Youth Services. She stated that the document spoke of <br />the funds that were available for the Counties, as well as a question- <br />naire to be filled out. She stated that the Memorandum spoke of two <br />directions the County could follow in implementing the Youth Needs <br />Program, either with a private tanned operation or a public tanned <br />operation. <br />The Chairman asked if the Task Force would be in a position to <br />provide the Commissioners with a recommendation for whatever proposal <br />they present in relation to the County's needs. <br />Mrs. Tyroler stated that the Task Farce would provide suggestions <br />as to how to handle the County's needs. <br />Commissioner Gustaveson stated that in answer to the three questions <br />presented he felt the Board should extend the charge to begin looking at <br />realistic ways of implementing a program for Orange County which would <br />include a good hard look at Mr. Dashman's proposal with Mr. Dashman as <br />a member of the Task Force, and then see if the Dashman proposal "would <br />fly" and if it doesn't, see what other alternative there is. <br />In answer to the second question, Mr. Gustaveson stated that he <br />felt public hearings were a way to educate citizens as well as to find <br />solutions. <br />Thirdly, he felt the task force should be extended to be a base <br />for funding services for youth. <br />Chairman Garrett stated that she knew measures must be taken to <br />deal with children who already have problems, however, beyond that, <br />prevention methods must be a priority. <br />Discussion ensued concerning the funding for the delinquency pre- <br />vention and treatment programs instituted by the counties. Chairman <br />Garrett informed the Board that the Department of Human Resources <br />(Division of Youth Services)has devised a Xouth Services Fund Matching <br />Formula. The formula showed that Orange County would provide 57 per <br />cent of the monies, while the State will provide 43 per cent. She <br />stated further that LEAA would put up this money.. Harry Derr informed <br />the Board of another possible source of funding which would be avail- <br />able through the closing of Fountain Training School. Mrs. Garrett <br />said that this maybe the source instead of LEAA. Further discussion <br />ensued regarding funding of the community based program. <br />Mr. Derr was requested to check on the two different sources of <br />funding for the program. Discussion continued about the need far <br />emergency care centers for children and the problems involved in <br />finding placements for these children. <br />Mrs. Tyroler stated that there was a need to re-evaluate the <br />membership to the Task Force, since there were some members who were <br />not active. Mrs. Tyroler was requested to submit to the Commissioners <br />recommendations of additional persons to be named to the Task Force, <br />and to also submit a budget for consideration by the'~Board. <br />Mr. Gustavson stated that to sum up the discussion, the Task <br />Force should reconstitute the Task Force by naming Mr. Dashman to <br />the Task Force and sending to the Commissioners other recommendations, <br />and that since the Task force has been mainly working on needs assess- <br />ment they should become more actively involved by recommending ways <br />to implement programs to speak to the needs of the program. He stated <br />that this should be the group to take the dead to fallow up on the <br />October 1st and October 11th funding deadlines. <br />The Task Force was urged to keep the Board of Commissioners informed <br />of their meetings and progress. <br />
