ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: Apri16, 1999
Action Agenda
Item No. ~ p _ (~
SUBJECT: GIS Demonstration
DEPARTMENT: Land Records
ATTACHMENT(S):
None
PUBLIC HEARING: (Y/N)
INFORMATION CONTACT:
Roscoe Reeve, ext 2500
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To receive a report and observe a demonstration of newly acquired data and future
capabilities of Geographic Information System (GIS) technology.
BACKGROUND: As a result of the Boazd's inclusion of funds in the County's Information Technology
Plan the past two yeazs, the County has obtained updated aerial photography and a partial delivery of
digital orthophotos of Orange County under an agreement with AtlanticTechnologies, Inc. These
products will provide County staff, our municipal partners, real property professionals, and citizens in
general, the ability to view and obtain copies of current and accurate images of the land. In addition, these
images can be overlayed with the new GIS property maps that have been completed for the entire County.
Land Records staff will present a 10 minute demonstration of the County's recently acquired capabilities
using a GIS workstation. Moreover, they will also demonstrate additional capabilities that the Town of
Chapel Hill has acquired (at their expense) from Atlantic Technologies, under an interlocal agreement
with the. County. The current CIP includes requested funding for the County to acquire similar
capabilities during the next several years.
FINANCIAL IMPACT: There is no direct financial impact to the County associated with this
demonstration. The two major remaining phases (planimetrics and topography) of the County's planned
GIS data acquisitions under the agreement with Atlantic Technologies will cost approximately $126,100
for the planimetrics and $121,303 for the topography. These figures may be lower if fair-share purchase
plans of our interlocal partners aze accomplished, such asimage/data purchase of Bingham Township by
OWASA. Funds have been requested, also, for hardware upgrades to store and plot the new images/data.
Funds for these purchases will be programmed into the next yeaz or two of the County's recommended
1999-2009 CIP.
