it desires to appoint to the Council. <br />Chairman Garrett informed the Board of a follow-up study which <br />would be conducted by the Manpower Development Corporation to determine <br />what impact the Manpower Programs have made on the Community. <br />Mr. Holloman discussed with the Board the Out of School Programs <br />through the Manpower Consortium. He stated that these programs were <br />inherited from Operation Breakthrough and were proven to be both <br />ineffective and expensive. The Staff feels emphasis in this area should <br />be reduced, and that people should attempt to be reached through Human <br />Resource Development Courses offered by Durham Technical Institute, and <br />then follow this with 13 weeks of work experience. <br />The Board requested the County Attorney to review the Manpower <br />Consortium Contracts for the 1976-1977 year before being approved. <br />The next item an 'the Agend a was Title XX. The State has advised <br />the Orange County Department of Social Services that Orange County's <br />Title XX allocation for the current fiscal year is $677,657. Plans to <br />expend these funds should be developed as soon as practical. <br />The Chairman referred to the Recommended Title XX Expenditures for <br />197fi-1977, prepared by the Social Services Department and stated that <br />since the previously submitted budget of Social Services requested <br />$1,097,027 in Federal Title XX Funds, it is now necessary to request <br />that the recommended Title XX Expenditures be made. <br />The County Administrator stated that the County did not know <br />whether there would be any additional reallocation of funds or not and <br />if there is, how much it would be. He stated that the Social Services <br />Director, the Finance Director, as well as himself, felt it not wise <br />to take the calculated risk that is entailed in assuming there is going <br />to be additional reallocation. He stated that realistic, there is a <br />chance for additional allocation, however, at this point, it is diffi- <br />cult to assume that there will be additional monies. The source for <br />reallocation of monies would probably come from the State, not from <br />the different counties' unused portion. <br />Tam Ward, Social Service Director, reviewed with the Board the <br />recommended Title XX Expenditures for 1976-1977. <br />Commissioner Gustaveson stated that he would like to know what <br />impact the cuts would have and the effect on the contracts. <br />Discussion ensued concerning the Frank Porter Graham cutback, and <br />other areas of the recommended expenditures. <br />The Board agreed that a letter should ba sent to contract providers <br />notifiying them of the intent not to renew contracts. <br />Commissioner Pinney moved that a letter be sent to Life Enrichment, <br />Legal Aid, Chore Service, Frank Porter Graham (Children Disabilities) <br />and Triangle J Housing Development stating that within thirty days <br />(September 20, 1976) Title XX funds wculd be cutoff and that the letter <br />should also state that a meeting to discuss these cutoffs would be <br />conducted sometime, the first of September. <br />Commissioner Whitted seconded the motion and all members of the <br />Board voted aye. The Chairman declared the motion passed. <br />The last item on the Agenda was a Contract for Section Eight <br />Housing. <br />Mrs. Garrett explained to the Board that this Contract tried to <br />answer HUD's questions concerning the additional 150 housing allocations <br />which were requested to be located in the town of Chapel Hill and the <br />County has requested this allocation be in Orange County putting the <br />houses where the need exist. <br />The County Manager stated that what he had for the Board's approval <br />tonight was the assurances that the matter of the Contract would be <br />taken care of later. <br />
