Grantee Principal Investigator or Key Personnel: The Grantee shall not substitute the <br />Principal Investigator or key personnel assigned to the performance of this contract without <br />prior approval by the Agency Contract Administrator. <br />14. Disbursements: As a condition of this Contract, Grantee acknowledges and agrees to make <br />disbursements in accordance with the following requirements: <br />a. Implement adequate internal controls over disbursements; <br />b. Pre-audit all vouchers presented for payment to determine: <br />• Validity and accuracy of payment <br />• Payment due date <br />• Adequacy of documentation supporting payment <br />• Legality of disbursement <br />c. Assure adequate control of signature stamps/plates; <br />d. Assure adequate control of negotiable instruments; and <br />e. Implement procedures to insure that account balance is <br />monthly. <br />solvent and reconcile the account <br />15. Outsourcing: The Grantee certifies that it has identified to the Agency all jobs related to the <br />Contract that have been outsourced to other countries, if any. Grantee further agrees that it will not <br />outsource any such jobs during the term of this Contract without providing notice to the Agency <br />and obtaining written approval from the Agency Contract Administrator prior to outsourcing. <br />16. Assurances For Non-Federally Funded Contracts: The GRANTEE certifies that with regard to: <br />Debarment And Suspension - To the best of its knowledge and belief that it and its principals: <br />(a) are not presently debarred, suspended, proposed for debarment, declared ineligible, or <br />voluntarily excluded from covered transactions by any Federal, State, or local government <br />agency; <br />(b) have not within a 3-year period preceding this proposal been convicted of or had a civil <br />judgment rendered against them for commission of fraud or a criminal offense in connection <br />with obtaining, attempting to obtain, or performing a public (Federal, State, or local) <br />transaction or contract under a public transaction; violation of Federal or State antitrust <br />statutes or commission of embezzlement, theft, forgery, bribery, falsification or destruction of <br />records, making false statements, or receiving stolen property; <br />(c) are not presently indicted for or otherwise criminally or civilly charged by a governmental <br />entity (Federal, State, or local) with commission of any of the offenses enumerated in <br />paragraph (1)(b) of this certification; and <br />Page 4 of 7 <br />
