68~ <br />Agreement or to any. benefit to arise herefrom. <br />?7) Funding Contingency -The terms and performance of this <br />Agreement sha7.1 be contingent upon federal approval of the werk - <br />program and the availabi7.i~y of federal funds. If this Agreement <br />is written for a period longer than twelve months the Planning <br />Agency is authorized to automatically reapply for federal funding <br />to cover. that portion of the cost of planning assistance services <br />to be expended in the Planning Agency's next funding year. <br />2$) Interest of Members of Planning Agency and Others ~- No <br />officer, member, or employee of the Planning Agency, and no <br />member of its governing body, and no other public official of <br />the governing body of the community in which the project is <br />situated or being carried out who exercises any functions or <br />responsibilities in the review or approval of the undertaking <br />or carrying out of this pro,)ect, sha7.1 (a) participate in any <br />decision relating to this Agreement which affects his personal <br />interest or the interest o' any corporation, partnership, or <br />association in which he is, directly or indirectly, involved; <br />or (b) have any personal or pecuniary interest, direct or indirect, <br />in this Agreement ar the proceeds thereof. <br />29) ^he Local Government shall ensure that an environmental <br />assessment statement is prepared for certain activities where <br />dee;rLe3 appropriate by the Planning Agency. Each environmental <br />assessment, which shall not be written as a 3ustification for <br />any proposed project plan, program, task or policy, shall: <br />A) Include the following minimum content: <br />a..
