s~z <br />decisions to permit a thorough citizen review of proposals and <br />an opportunity to react. - <br />15) Interest of Contractor - Tine Local Government shall <br />require that any Contractor covenant that he presently has no <br />interest and shall not .acquire any interest, direct or indirect, <br />nor employ any person having;•such interests which would conflict <br />in any manner of degree with the performance of services required <br />to be performed under this Agreement. <br />16) Assignability - Neither the Local Government nor the <br />Contractor shall assign any interest in this Agreement or trans-• <br />fex any interest in the same (whether by assignment, novation„ <br />or subcontract) without the prior written consent of the Planning <br />Agency thereto; provided, however, that claims for money due or <br />to become due the Local Government from the Planning Agency under <br />this Agreement may be assigned to a bank, trust company, or oche{ <br />fir,~.ncial institution. jTithout such approval, i~'otice of any such <br />assignment or transfer shall be furnished promptly to the Planning <br />Agency. <br />17) Audits and Inspections - at any time during normal busi- <br />ness hours and as often as the Planning Agency, the Department <br />of State Auditor of the State of North Carolina, HL'D and/or the <br />Corrptroller General of the United States may .deem necessary, the <br />Local Government and the Contractor shall make available to the <br />Planning Agency, HUD and/or representatives of the Department of <br />State Auditor and/or Comptroller General for examination of all <br />its records with respect to all matters covered by this 4greement <br />(10) <br />
