659 <br />Commissioner Pinney replied;.'".it is a good idea, but we must <br />make sure we have one person licensed from the State for each one of <br />these things whether its plumbing, heating, electric, somebody who <br />actually holds•a license from the State. <br />Discussion ensued. <br />Chairman Garrett suggested that .if the Resolution was adopted then <br />the County Manager could decide on the details as how it could be done. <br />Further discussion ensued. <br />Commissioner Pinney questioned the beginning of two programs at <br />one time. He felt it would be difficult to find qualified people. <br />He suggested that the County start plumbing first and then phase in <br />heat and air conditioning. Discussion ensued. <br />Commissioner Pinney stated he felt the position should be filled <br />by someone who had practical experience. He did not fee 1. that trade <br />school qualified a person for an inspection position. He stated, "I <br />prefer someone who i s licensed and someone who has practical experi- <br />ence if we are going to der any inspection on any of this stuff." <br />Mr. Dobson stated if the person could be qualified to do more <br />than erne inspection at the time, it would save money in the long run. <br />for vehicle travel, duplicate trips and back tracking. <br />Commissioner Gustaveson stated he agreed with Commissioner Pinney <br />and he suggested the Board begin with plumbing inspection and phase-in <br />heating and air conditioning at a later date. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and and adopted that the County adopt the Resalu- <br />tion as it relates to the Plumbing Inspector and to delete all mention <br />of heating and air conditioning. <br />_ "WHEREAS the Board of Commissioners of Orange County, North <br />Carolina, desires to promote health, safety, morals and the <br />general welfare of its citizens and residents; <br />IT 25 HEREBY RESOLVED that the County Manager is authorized to <br />employ a person under the supervision of the Inspection Depart- <br />ment to be designated as 'Plumbing Inspector'. <br />IT IS .FURTHER RESOLVED that is shall be said Plumbing Inspector's <br />duty to inspect plumbing systems under construction in Orange <br />County, to insure that said systems are in compliance with the <br />North Carolina State Plumbing. <br />TT IS FURTHER RESOLVED that monies ($3,000.00) which have been <br />previously appropriated for the employment of part time help <br />within the Inspection Department be used to fund the salary of <br />said Plumbing Inspector.: <br />IT IS FURTHER RESOLVED that the Inspection Department fix a <br />reasonable fee for the issuance of permits, inspections, and <br />other services made by said Plumbing Inspector and that the <br />monies collected therefrom be used to whatever extent necessary <br />to fund the Plumbing Inspector's salary, after the point in <br />time at which the aforementioned monies ($3,000.00) have been <br />exhausted. <br />IT IS FURTHER RESOLVED that this Resolution shall not become <br />effective until October 1, 1976." <br />Item VII - B. A Resolution providing for the enforcement of the <br />State Heating and Air Conditioning Codes in Orange County was deferred <br />until a later time. <br />The County Attorney requested permission to review with the Board <br />the calendar of the various steps that had to be taken in connection <br />with the holding of a special bond referendum, <br />The Berard noted that the date for the Public Hearing had been set <br />on August 17 which was Election Day. They requested that the County <br />Attorney inquire of the Bond Attorneys if this date could be changed <br />from August 17 to August 18. <br />
