sss <br />"We concluded that it is not really wise for Efland to go and build <br />their own sewage plant which means this school at this present time is <br />left in a lurch. There is no sewage system. The soils in general in <br />that area are a lot better than they are in the southern part of Orange <br />County. This means you don't have as many problems with septic tanks <br />failures, but what we did suggest was that Efland consider one of our <br />possibilities to take care of their sewage for the next 20 years. One <br />was to go with Hillsborough and let Hillsborough run their water and <br />sewer system. The second possibility was for Efland to incorporate <br />and the third way is to look at a Sanitarian District. The fourth is <br />that the County handle the problem via the County looking for aid for <br />Efland because the County can have and can run sewer systems. This <br />gives me a nice lead into the reason 2 am here this evening, that's <br />really -what it means that you as a school really have no choice but _ <br />to look at what you are doing right now. I think you will find when <br />you talk with the State in detail about the plans to discharge your <br />waste into a dry stream, it will not be as easy as you think it is. You <br />may have a permit now, to discharge, but those permits are harder to <br />comeby. Tt just means a higher degree of treatment. I don't think you <br />will have any problem but 2 don't think it is as easy as it used to be ." <br />Mr. Rimer stated that new regulations have just been published con- <br />cerning septic tanks. He then referred to the proposal that had been <br />made for Orange County by his firm. <br />Discussion ensued. i.::. <br />Chairman Garrett referred to Item V on the Agenda: Two Commissioners <br />should be named to a committee that will develop policy and generally <br />supervise the operation of the Section Eight Coordinating Committee for <br />the Orange County Housing Programs. <br />Commissioner Gustaveson nominated Commissioner Whitted as a member <br />of the Coordinating Committee. <br />Commissioner Pinney nominated Commissioner Gustaveson as a member <br />of the Coordinating Committee. <br />Commissioner Walker nominated Commissioner Pinney as a member of <br />the Coordinating' Committee. <br />Commissioner Pinney declined to serve and moved that the nomina- <br />tions be closed. <br />The Chairman called far the vote and all members of the Board <br />voted aye. The motion was declared passed. <br />The Clerk was instructed to notify Morris Cohen, Chairman of the <br />Chapel Hill Housing Authority, of the action of the Board and to send <br />copies of the letter to the Mayors of Chapel Hill, Carrboro, and <br />Hillsborough and to the various Town Managers of Chapel Hill and Carrboro. <br />The Chairman referred to Item V22: The County Attorny will present <br />the following Resolutions: <br />A. A Resolution providing for enforcement of the State Plumbing <br />Code in Orange County. <br />Chairman Garrett requested the County Attorney 'to read the Resolution <br />for the State Plumbing Code and the State Heating and Air Conditioning <br />Codes. <br />Mr. Coleman replied that he had one resolution prepared that <br />covered both the areas. The Chairman referred to material contained <br />in Agenda attachment #S and she requested Ervin Dobson to speak on the <br />subject. <br />Mr. Dobson stated he felt that one person trained in all three <br />areas would be the preferred method as it would mean one person could <br />perform these duties and then he in turn could train some of the exist' <br />ing personnel so they could do at least two jobs and in some cases all <br />plumbing, heating and building inspection at the same time. "It appears <br />to me we could begin immediately with one man doing at least two inspec- <br />tions. The only hang-up would be the electrical inspections because <br />of the State Statutes. <br />
