That's what we have set out to do and <br />in the course of that, we have had some findings which suggest that Orange <br />County would be a reasonable location for a satelite airport for the <br />system. My mission, this evenl.ng, is to ask you - should we consider or <br />continue to consider Orange County as a possible area to be included in <br />the systems We have two central working objectives. Raleigh-Durham is <br />located in the center of the air space. Part of the load that is pro- <br />jected for Raleigh-Durham Airport includes a general aviation category <br />which exceeds the capacity of the Raleigh-Durham Airport site to handle <br />by the year 1995. That presents an obvious problem. The problem is of . <br />putting, in effect, piper cubs, wide bodied jets, to 747 to L1011's in '.. .. <br />the same pattern at the same time. Our system plan is a general aviation <br />system plan. We have accepted for now and the future that all the air' <br />lines will remain at the Raleigh-Durham Airport. It is this general <br />aviation segment that this whole systems plan addressees." <br />Mr. Palmer reviewed the proposed _ municipal site and locations <br />and stated several, suitable locations had been found in Orange County. <br />He, however, refused to identify the sites. Commissioner Walker <br />inquired if he would identify the sites if the Board was in Executive <br />Session. Mr. Palmer replied "yes". <br />Commissioner Walker moved that the Board adjourn into Executive <br />Session. It was pointed out that the State Statutes forbids such <br />action as the County must be the proposed purchaser of the land. <br />Further discussion ensued. Mr. Palmer stated the funding rate for <br />an airport project was 75/12'~/12~. Mr. Palmer is to forward. additional <br />information to the County concerning the study and plans. <br />The Chairman referred to Item X: A contract between Orange County <br />and the Durham Boarding Kennel is submitted to the Board of Commissioner <br />for their consideration. <br />Mrs. Garrett recognized Cashe Boggs, Orange County Dog Warden, <br />and Mr. Boggs related to the Board his discontent with the situation <br />that did exist at the Durham Boarding Kennel. Some of his grievance <br />included dogs being moved from pins in which they had been placed, <br />dog disappearing, unsatifactorily conditions, lack of proper maint- <br />enance and feeding. <br />Mr. Boggs stated that Orange County was spending $450. per month <br />and it was his opinion that their money could be best used by the <br />County to construct their own dog pound. <br />Commissioner Pinney suggested that the County rent an entire kennel <br />for the County's use. <br />The Board requested Commissioner Pinney to review the current con- <br />tract with the County Manager and Mr. Boggs. Mr. Pinney stated that he <br />would look into the Contract and other matters. <br />Item X2: A copy of the Durham County Animal Control Ordinance is <br />submitted for your review. <br />The possibility of an Animal Control Ordinance was discussed. <br />The Durham County Dog Warden and Cashe Boggs spoke in support of some <br />type of an Ordinance. The Durham County Ordinance established an <br />Advisory Committee to the Animal Control Program. <br />Chairman Garrett spoke in support of such a committee. The Board <br />agreed to secure additional information regarding the State Statutes <br />and enabling legislation concerning the Dog Control Program. Commis- <br />sioner Pinney said he had such information and would share it with the <br />Board. This item was placed on the Agenda for the third Tuesday's <br />night meeting. <br />Commissioner Gustaveson felt that the law should be read and <br />interpreted sa that the citizens weuld have a better idea of what is <br />required. <br />Further discussion ensued between the Board, Cash Boggs, and the <br />Durham County Dog Warden. <br />Chairman Garrett referred to Item IV: The Orange Water-Sewer <br />
