ss~ <br />Chairman Garrett referred to Item #I: Persons not on this Agenda <br />having business to transact with the Commissioners should make their <br />presence known . <br />No one came forth. <br />Chairman Garrett referred to Itean I2: Officials of the Department <br />of Transportation will meet with the Board of Commissioners and hear <br />this Board's ideas of items that should be included in the Orange Gounty <br />Secondary Read Plan for the Coming year. ' <br />The Chairman recognized Mr. F. D. Hornaday of the Highway Commission, <br />- Jahn Watkins, Division Engineer, and Sam Jones, District Engineer. <br />Representatives from the Department of Transportation were present <br />to review with the Board forthcoming public hearings for the 19761977 <br />Proposed Secondary Roa3 Improvement Program which will be presented to <br />the general public on Tuesday, July 27, 1976, at a public hearing. <br />Present were a number of citizens from the Efland-Cheeks area who <br />presented questions concerning State Roads'#1384, 1313, 1314, and 1315. <br />Mr. Watkins advised the audience that subdivision roads were basically <br />roads that were used for the convenience of property owners within a <br />given area and were not roads that were used by the traveling public. <br />Chairman Garrett questioned the difference between the State Second- <br />ary Roads Council's policy and the application of this policy through- <br />. out the State. She stated that she understood that there would be some <br />sharing of cost far older roads. <br />Mr. Watkins replied that what they were referring to were old roads <br />in subdivisions that were developed many years ago. "We did not have <br />standards in some areas of the State and this type of construction <br />developed rapidly." He stated that in the 19~k0's many subdivisions <br />developed with many narrow roads and since .then the roads have had to <br />be brought up to State standards by the people before the State would <br />maintain them. He said to correct this problem, the General Assembly <br />passed a bill requiring that all subdivision streets be paved. This <br />was a commitment made by the Secondary Roads Council that the legisla- <br />• tuer would take this power and stop the situation from happening in <br />the future, then the Roads Council would try to correct some of the <br />older roads by bring these roads up to State Standards. There has <br />been a few cases (not in Orange County) that were taken care of from <br />the Contingency Fund. The primary objective was to get the oldest <br />roads with the most homes. This agreement was not for paving, but just <br />to bring up to State standards. <br />Further discussion ensued. <br />Mr. Watkins stated that the 1976-1977 allocation of $292,400. <br />for Orange County would permit SR #1102, Dobson Crossroads from N.C. 54 <br />to SR #1177 to' be improved. He stated that this road in the past had <br />right of way problems. <br />Further discussion ensued between the Board, representatives from <br />the Department of Transportation and people from the audience. <br />The Chairman referred to Ite~1 III on the Agenda: Action an the <br />Department of Transportation's recommendation not to add HoJ.ly Drive, <br />Trice and Whitley Roads to the State System was deferred at the June <br />7th meeting. <br />Mr. Watkins stated that the Department of Transportation rejected <br />` the additions of these roads as it was felt it was not in the best <br />interest of Orange County to spend its allocation on these roads which <br />only served a few citizens. It was pointed out that the Public Hearing <br />for the citizens of the County on road matters was scheduled for Tuesday, <br />July 27, 1976, at 7:30 p.m., in the Superior Courtroom. <br />Chairman Garrett referred to Item VIII: Mr. Harry Palmer, from <br />the Triangle J Council of Governments, will review for the Orange <br />County commissioners a proposal to develop a series of satellite air- <br />ports around the Raleigh-Durham Airport. <br />The Chairman recognized Harry Palmer who stated "for some period <br />of time now the Triangle J Council of Governments under a grant from <br />the Federal Aviation Administation has been developing an airport system <br />plan for our six county region. We are one of three metro regions in <br />
