' Apr-15-99 01:58P Town of Carrboro 919 968 7737 P.04 <br />Memo re_ Comparison of VMtI Master Plan and CUP Information Requirements k'age 2 <br />04/1 S/99 <br />It should first be noted that at the time the approval process for VMU developments was <br />initially developed, it had been proposed that Carrboro would have sole authority for <br />approving the VMLJ conditional use rezonings. This wac proposed due to the staff's <br />interpretation that a dual approval process would significantly hinder the development <br />community's interest in the village option. Amendments to the Joint Planning Agreement <br />and Joint Planning Area Larxi Use Plan that would grant Carrboro sole authority for the <br />conditional use rezonings were forwarded to the mint Public Hearing on April 8, 1998. <br />Once the JPA amendments were approved, the Commissioners were not expected W <br />participate in this process in any way. <br />As was established in the final versions of the JPA amendments, both Orange County and <br />Carrboro will participate in the joint rezoning to VMLJ districts. in addition, while the <br />rezoning/master plan approach would result in the Board of Aldermen independently <br />reviewing the conditional use permit application, any development application relating to <br />land within the Transition Area would be subject to the courtesy review provisions of the <br />Joint Planning Agreement. <br />Second, the specified requirements represent the minimum information that may be <br />required for the review and approval of a VMU under either of the two approaches. Both <br />the Board of County Commissioners and the Board of Aldermen, as needed to evaluate <br />any development proposal may require additional information. <br />Comparison of information Requirements <br />Direct comparison of the application requirements for the twa procedures is somewhat <br />awkward since these requirements are presented in different formats. Master Plan <br />requirements arc basically descriptive although they do include both specific requirements <br />and broad statements. The CUP requirements are listed and aze therefore both extensive <br />and specific. <br />Upon review, the similarities between the two sets of requirements become clear and <br />denote the amount and specificity of information that will need to be supplied in support <br />of any development application. The table on the following page presents, verbrttlm, the <br />requirements for the master plan and, in swnmary farm, the comparable requirements for <br />the CUP.
