Efland Cheeks Community School Park Mebane 336-227-2031 <br />Capital Project Ordinance <br />PURPOSE: To approve budget ordinance amendments, a grant project ordinance, and a capital project <br />ordinance amendment. <br />BACKGROUND: <br />Health Department <br />1. The Health Department recently received a $43,000 State grant for a new "Syphilis Elimination <br />Project". Recently, several North Cazolina counties, including Orange County, have experienced <br />outbreaks of syphilis. Funds will be used to provide assess populations who aze at risk for syphilis, <br />offer sexually transmitted disease counseling and testing, provide weekly risk reduction sessions at <br />local jails. The Health Department will hire a temporary outreach worker and provide outreach <br />supplies with the grant .funds. The associated agenda abstract from the January 28, 1999 Orange <br />County Boazd of Health meeting is attached. No County match is required for the receipt of these <br />funds. (see attached Syphilis Elimination Grant Project Ordinance) <br />Sheriff <br />2. On February 16, the Board of County Commissioners re-established a permanent full-time Deputy <br />Sheriff I position for the Sheriff's Department. This COPSFAST position was deleted from the 1998- <br />99 budget when the grant funds lapsed. Since that time, the Sheriff has received $15,000 in <br />continuation funds from the U.S. Department of Justice for this position. The total cost of the position <br />is about $36,000 annually. The County will assume the cost difference in the actual position cost and <br />the grant (about $21,000) for fiscal yeaz 1.998-99, and 100% of the position cost in fiscal yeaz 1999-00 <br />(see column #2, of the attached budget amendment). <br />
