Mr. Pinney stated <br />further that his concern was to pass the bona issue and the less <br />pressure taken from the tax rate would help pass the bond issue. <br />There are two tax increases in Chapel Hill and Carrboro already. <br />Commissioner Gustaveson stated that he disagreed, that he <br />felt the margin of difference of people who are affected by a <br />nickel or dime are few. <br />Commissioner Whitted stated that he felt very strongly <br />about cutting the Building Fund. <br />Chairman Garrett stated that the could take from the Building - <br />Fund an the assurance that it would be replaced when the Revenue <br />Sharing comes in. <br />Commissioner Walker moved that the Board adopt Jan Pinney's <br />budget. Commissioner Pinney seconded the motion. <br />The Chairman called for the vote. <br />Voting aye were Commissioners Walker and Pinney. <br />Voting nay were Commissioners Garrett, Gustaveson, and Whitted. <br />The motion was declared defeated. <br />Mr. Whitted stated that with the cuts as set out, he felt we <br />had a realistic budget at 70~. <br />Chairman Garrett stated that she had problems with the current <br />expense For the Schools and the building fund. She would take up <br />to $80,000 from the building fund if Revenue sharing goes back in <br />and also take $26,500 from the School Capital Outlay, plus $50,000 <br />from Seven-Mile Creek; $21,950 from-the Sheriff's budget, $10,000 <br />from South Orange EMS; $10,000 from Recreation Support; and $15,000 <br />from the Dog Pound. <br />Commissioner Walker asked Chairman Garrett if he put these <br />deductions into a motion would she vote on that? <br />Chairman Garrett stated that she would. <br />Commissioner Walker moved that $5D,000 be taken from Seven- <br />Mile Creek, $21,950 from the Sheriff's budget, $10,000 from South <br />Orange EMS, $10,000 from Municipal Support, Recreation, $15,000 <br />from the Dog Pound, $90,OOD from the Building Fund, and $26,500 <br />from the Chapel Hill Capital Outlay. This would produce a taz' <br />rate of 68~. <br />Commissioner Pinney seconded the motion. <br />Discussion ensued. Commissioner Gustaveson stated that he <br />really felt that the $oard would be getting into problems :by <br />taking monies that had not baen received, and he was concerned <br />about the Capital Outlay for the Chapel Hill School. He stated <br />that he felt it not wise to appropriate $90,000 from the Building <br />Fund and that the Board should go with a 70~ tax rate, that 1~ <br />doesn't make that much difference. <br />Commissioner Walker called for the question. <br />Chairman Garrett called for the vote on the question. <br />Voting aye were Commissioners Walker, Garrett, and Pinney. <br />Voting nay were Commissioners Gustaveson and Whitted. <br />The Chairman declared the motion passed. <br />'fhe Chairman called for the vote on the motion of Commissioner <br />Walker. <br />
