472 <br />3. Dr. Doris Poole - Dr. Poole is splitting a two acre tract <br />out of an eleven acre tract, located on Dairy Land Road, Health <br />Permit has been issued and the two acre tract fronts on SR #1112 <br />in Chapel Hill Township. <br />Upon motion of Commissioner Whitted, seconded by Commissioner <br />Pinney, it was moved and unanimously adapted to approve the plat of <br />Dr. Doris Poole. <br />Mr. Edwards informed the Board of a meeting scheduled with the <br />Planning Board and Staff and the County Commissioners for Tuesday, <br />June 29, 1975, at 12:00 in the Municipal Building in Chapel Hi11. <br />The purpose of the meeting is to discuss the proposed Eno River <br />Amendments and the Chapel Hill Sketch Plan. <br />The Chairman referred the Board to the list of Suggested <br />Budget changes or additions. <br />(For Copy of Suggested Budget Changes or Additions, See Minute <br />Docket Book Nine, Page 643 ). <br />The Finance Director asked to make a statement. He informed <br />the Board that the County would not be getting $20,000 from the Town <br />of Mebane for Sewage treatment this year. He stated that a meeting <br />had been anticipated by the Town of Mebane to negotiate. He stated <br />that assuming the $20,000 does not come thru, the fund balance should <br />be reduced by $20,000. or increase the amount due next year to $40,000 <br />as a Revenue item. <br />Discussion ensued concerning the best procedure to proceed with <br />concerning the matter. The Board agreed that the County Attorney <br />should write a letter to the Mebane Town Attorney regarding the matter. <br />The Finance Director stated that the Town of Hillsborough would de- <br />liver their check for the Water-Sewer Plant on June 30th. <br />Thu Chairman asked for discussion on the proposed Manager's <br />Budget and/or the Additions Sheet. <br />Commissioner Gustaveson stated that most of the problem was <br />solved if the Board added 1~ on the.Manager's recommended bud- <br />get, if we take the $63,000. figure, there would be a $33,000. gap. <br />The $53,000 would be another penny added to the manager's recommended <br />audget and what we are talking about is a way to define the $33,000 <br />gap - to make some cuts. <br />The cuts Mr. Gustaveson suggested were $25,000 from Seven-Mile <br />Creek, then he added we are talking about only $8,000. This would <br />make a tax rate of 71~, and all the additions on the suggestion list <br />would be included in the budget. <br />Discussion ensued. Commissioner Gustaveson stated that this <br />proposal would include the $288. per pupil for the two schmol unitsu <br />Commissioner Gustaveson moved to set the 712 tax rate and work <br />the budget out at that tax rate. <br />Commissioner Walker asked if Mr. Gustaveson w ould amend his <br />mation to reduce the tax rate to 70~. <br />that <br />Mr. Gustaveson stated/that would 'ae another motion. <br />Commissioner Gustaveson's motion died for lack. of a second. <br />Commissioner Whitted discussed his budget proposal with the <br />Board. He suggested taking out all of Seven-Mile Creek amounting <br />to $50,000. He stated that the County needed definite plans for <br />developing Seven-Mile Creek. He suggested taking $21,950 from the <br />Sheriff's budget and $10,000 from South Orange EMS. From the Mana~ <br />ger's budget, he took $3,925 from the Motor Pool, $5,048 from. the <br />Planning Budget, $3,500 from Recreation's original request and <br />$2,075 from Sanitation. He stated that this was a straight five <br />percent deduction. These deductions amounted to $96,498 which <br />produced a tax rate of 70~. <br />
