Box 8181 <br />Hillsborough, NC 27278 <br />Dear Dr. Gordon: <br />1 y77 <br />APA 1 4 1~'.'9 <br />I am writing to clarify the request from the American Stone Company and <br />OWASA to postpone the public hearing on amendments to the Joint Planning <br />Agreement, Joint Planning Area Land Use Plan and Map, and the Land Use <br />Element and Map of Orange County's Comprehensive Plan. These amendments <br />were proposed to allow American Stone to extend its quarrying activities onto <br />OWASA property near the intersection of Highway 54 and Bethel-Hickory Grove <br />Church Road west of Carrboro. Under an agreement with American Stone, <br />OWASA would obtain the resulting quarry pit for additional raw water storage. <br />This long-standing plan has been a part of OWASA's strategy to satisfy our <br />obligation to meet the long-term water requirements in our service area. <br />Please be assured that the request to postpone the hearing until the fall of 1999 <br />does not signify any retreat by the OWASA Board of Directors from our <br />conviction that additional quarry reservoir capacity is an essential component of a <br />long-term strategy to meet the future water needs of the citizens of southern <br />Orange County. <br />When we asked that this topic be scheduled for the April 14, 1999 hearing, we had <br />anticipated that the OWASA Water and Sewer Master Plan project would provide <br />additional data needed to be more precise in planning and financing the OWASA <br />infrastructure in the coming decades. With respect to the plans for acquiring <br />expanded quarry storage, we have been developing estimated rates of growth and <br />associated water demand for the next 50 years; how expansion of a quarry <br />reservoir would affect our need for water from Jordan Lake; and how much more <br />water would be provided by additional quarry capacity..
