29 <br />Environment and Resource Conservation — Existing Time Limited <br />0 Planning and Inspections - <br />Planner I <br />Request: To change the existing full time, time limited Planner I position established to <br />support the Shaping Orange County's Future initiative to a permanent position and reassign it <br />from the Environment and Resource Conservation Department to the Planning Department <br />by December 31, 1999 or earlier, depending on the ending date for the Shaping initiative. <br />Purpose: To complete the Shaping initiative in the Environment and Resource <br />Conservation Department and then to use the position in Planning to implement a program of <br />site inspections of new and completed subdivisions to assure compliance with zoning <br />requirements such as setbacks, landscaping, stream buffers, maintenance of required open <br />space and the like. <br />Job Functions: <br />In Environment and Resource Conservation: <br />❑ Complete staff support functions for the Shaping Orange County's Future initiative now <br />in the final stages of report completion. <br />0 With Reassignment to Plannin <br />❑ Complete initial site inspections for zoning permits to ensure that new construction <br />complies with zoning requirements for setbacks from property lines and streams (within <br />protected watershed areas). Complete second inspections prior to the issuance of the <br />Certificate of Occupancy to ensure that landscaping and buffer requirements are met <br />satisfactorily. <br />❑ Complete site inspections for major and minor subdivisions to verify that all <br />improvements are in place and that the improvements meet specifications of the approved <br />plans, including landscaping, impervious surface requirements and any other items in the <br />Resolution of Approval for the subdivision. <br />❑ In subdivisions where an erosion control plan is not required, inspect the road for <br />compliance with private road construction standards as outlined in the subdivision <br />regulations. <br />❑ Complete annual site inspections of completed flexible development subdivisions to <br />ensure that the required open space is maintained and any landscaped buffers are <br />maintained as set forth in the approved plan. Related to this, participate in the transition <br />from developer to the Homeowners' Association of the responsibility for maintenance of <br />common areas and roads. Prior to transition, assure the improvements and open space <br />still meet standards of originally approved plans. Following the transition, assure the <br />Homeowners' Association understands its responsibilities as to the approved plans. <br />
