Human Rights and Relations — Civil Rights Specialist 13 <br />Request: Establish a <br />q new permanent full time Civil Rights Specialist position. <br />Purpose: To improve the services provided to the community by significantly reducing the <br />time required to complete review of discrimination cases, increasing technical assistance to <br />business and individuals and expanding efforts to foster positive human relations in the <br />community: <br />Job Functions: <br />❑ Provides intake, investigation and resolution of discrimination complaints in employment <br />and housing. <br />❑ Conducts training sessions on equal employment, fair housing and public accommodation <br />practices for businesses and individuals. <br />❑ Develops programs for the Human Relations Commission, Commission for Women and <br />other targeted populations. <br />Needs Addressed: <br />❑ There has been an increase in the number of discrimination complaints received and in <br />the average time required to complete complaint intake, investigation and resolution for <br />discrimination complaints. <br />❑ Because of the time required to respond to discrimination complaints, Human Rights and <br />Relations' effort in providing technical assistance to businesses and educational programs <br />in the community regarding equal employment, fair housing and public accommodation <br />practices has been limited. Also the department has been limited in developing activities <br />and programs for the Human Rights and Relations Commission and for the Commission <br />for Women on issues that affect women. <br />Outcomes: <br />With the addition of the new Civil Rights Specialist position, Human Rights and Relations <br />will: <br />By June 30, 2000 <br />❑ Reduce the average time from receipt of a discrimination complaint to resolution of that <br />complaint from the 273 days in 1998 -99 to 180 days by the end of 1999 -00. <br />❑ Increase technical assistance to businesses by conducting 12 training sessions on topics <br />such as employment discrimination for businesses. <br />
