Health - Healthy Carolinians <br />0 By July 2001: <br />• <br />❑ Through the Healthy Carolinians initiative, coordinate services among community <br />agencies and have at least five documented examples of this result. <br />❑ Assure that all County funded non -profit agencies that deliver health services related to <br />Healthy Carolinian goals have evaluation plans that reflect progress toward Healthy <br />Carolinians goals. <br />By 2002: <br />❑ Implement three private /non -profit health initiatives resulting from the efforts of Healthy <br />Carolinians such as a joint asthma initiative by UNC Hospitals, Blue Cross and Blue <br />Shield, the two school systems, and the Health Department. <br />❑ Establish two public /private partnerships focusing on long -term health strategies resulting <br />from the efforts of Healthy Carolinians such as development of low -cost health insurance <br />for uninsured populations or development of a community -based minority health <br />initiative. <br />Financial Impact: (for both positions) <br />Annual Position Costs <br />Annual <br />One Time <br />Offsetting <br />1999 -00 Position <br />(Salary/Benefits) <br />Operating Cost <br />Start Up Cost <br />Revenue or <br />and Start Up Cost <br />Budget Savings <br />$79,834 <br />1 $8,538 <br />$3,639 <br />$70,782 <br />$21,229 <br />It is proposed that 50 percent of the Healthy Carolinians Coordinator position and associated <br />operating costs be funded by the County general fund. The remaining 50 percent of this <br />position will be funded by a combination of community partner, grant, or state sources. The <br />University of North Carolina at Chapel Hill has indicated that it will fund 25 percent of this <br />position for three years. <br />The Health Education Project Manager position, start-up and operating costs will be 100 <br />percent grant funded. UNC Hospitals already has submitted a grant to the Duke Endowment <br />for the support of this position including operating costs and start-up. This particular grant <br />will fund this position for two years and after that time period it is anticipated other grants <br />will be available. <br />Relation to Board Goal(s): <br />The Board of Commissioners has discussed the Healthy Carolinians Initiative and will decide <br />in April whether it will or will not go forward as a Board adopted goal. <br />11 <br />
