4Vv <br /> under Section 162A-3. 1 of the North Carolina Water and Sewer <br /> Authorities Act (Article 1 of Chapter 162A of the General <br /> Statues of North Carolina, as amended. See Minute Docket <br /> Book Nine, Page ) . <br /> The Board of Commissioners decided to not vote on the Resolution <br /> until the Chairman had arrived. <br /> Vice-Chairman Whitted stated that the next Public Hearing was with <br /> regard to the 1976-1977 County Budget. <br /> He asked if there were those present who wished to speak concerning <br /> the proposed budget. <br /> Mary Scroggs of the Chapel Hill-Carrboro School Board asked to <br /> speak. She stated that the items requested by the Chapel Hill-Carrboro <br /> School Board in their Budget were necessary to carry on an adequate <br /> program. She spoke of the increases in salary requested in the budget, <br /> the increase in teaching positions , as well as additional teachers for <br /> the Learning Disability Program, improvement in the Health Program, <br /> improvement in the maintenance and facility service. She urged the <br /> Board to approve these requests and include the supplement for adult <br /> bus monitors and paid bus drivers , and the current capital outlay needs <br /> for repairs to the busses and equipment. <br /> Other citizens from the Chapel Hill-Carrboro area spoke in favor <br /> of the Chapel Hill-Carrboro School Budget and amendments as presented <br /> and urged the Board to approve the school budget. <br /> The Chairman of the Orange County Day Care Coalition asked to <br /> speak concerning the Day Care Program supported by Title XX monies. <br /> She spoke of the need for continuation of the Day Care Program and <br /> requested consumers of the Day Care Program to so speak. <br /> Mr. Robert Strayhorn, of the Orange County Recreation Advisory <br /> Council spoke in regard to the Orange County Recreation Budget. He <br /> requested that the Commissioners increase the Recreation personnel. <br /> Members of the Recreation Advisory Council spoke of the many hours <br /> of work performed by the Recreation Department and requested an in- <br /> crease in personnel. <br /> Commissioner Gustaveson questioned certain items within the <br /> Recreation Department ' s budget. <br /> Mr. Weston, Orange County Recreation Director stated that a <br /> travel allowance of $. 16 had been requested because before the <br /> travel has been paid by his staff, and he did not feel that this could <br /> continue. <br /> George Spransy of Dogwood Acres stated that he was present to <br /> speak of "Refuse and Recreation" He stated that he felt his area <br /> of the County had been neglected in recent years. He requested that <br /> a Green Box be placed in the Dogwood Acres area. <br /> Chairman Garrett assumed the chair at this time. <br /> Chairman Garrett asked if there were others present who wished to <br /> speak concerning the 1976-1977 Budget. <br /> Alice Myers spoke in behalf of the total Mental Health Program and <br /> the Council on Aging. She requested the Board to be sure that the older <br /> adults receive their fair share of the services and money. <br /> Discussion on the 1976-1977 Budget ended at this time. <br /> Commissioner Gustaveson moved that the previously read Resolution <br /> Signifying the Determination of the Board of Commissioners of Orange <br /> County to Reorganize the Orange Water and Sewer Authority Org-anized <br /> Under Section 162A-3. 1 of the North Carolina Water and Sewer Authorities <br /> Act (Article 1 of Chapter 162A of the General Statues of North Carolina <br /> as amended) . The motion was seconded by Commissioner Whitted. <br /> Discussion ensued. Commissioner Walker stated that he could not <br /> in good conscious vote for this motion in that he felt it was not <br /> properly advertised. <br />
