462 <br />MINUTES:. <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Wednesday, June 16, 1976 <br />The Orange County Board of Commissioners met on Wednesday, <br />June 16, 1976, in the Commissioner's Room of the Orange County <br />Courthouse in Hillsborough, N. C. <br />All members were present. <br />Others present were S. M. Gattis, County Administrator; Neal <br />Evans, Finance Director; and Betty June Hayes, Clerk to the Board. <br />Chairman Garrett reported on a phone call that she had re- <br />ceived from Representative Trish Hunt concerning the Social Ser- <br />vices proposed "cut-back." <br />Commissioner Walker read a summary that had been prepared <br />in a joint meeting of Statewide County Commissioners and the N. C. <br />Department of Human Resources at a meeting on Friday, June 1$th. <br />Commissioner Walker then read a series of questions that <br />had been raised by the local Social Services Board. He stated <br />that he had not been able to receive satisfactory answers to any <br />of the questions he had received. <br />Discussion ensued concerning the position of the County <br />as it relates to the current Social Services situation. <br />The Finance Director was requested to prepare a comparison <br />Budget on the current recommendations of the County Manager versus <br />the Social Services Budget that had been tentatively approved in <br />March. <br />Chairman Garrett recognized Mrs. Richmond Bond. Mrs. Band <br />was the spokesman for the Chapel Hill Library's Budget request. <br />The Board advised Mrs. Bond tYiat the County Manager's Budget had not <br />cut out any of the requested items. <br />Chairman Garrett recognized Lloyd Osterman, Director of the <br />Hyconneche Regional Library. Mr. Osterman recognized "Sandy" <br />Davison and Francis DeFries, Trustees of the Confederate Memorial <br />Library. Discussion ensued concerning the services of the Library. <br />Chairman Garrett recognized Colonel William Breeze. Colonel <br />Breeze stated that he was present to represent the Soil Conservation <br />Department in its request for the funding of a Soil Technician.posi- <br />tion. He stated that no federal funds were available for the re- <br />taining of the person that was currently employed and that the <br />Soil Conservation Department needed to retain the services of the <br />Technician that was currently on their staff. <br />Commissioner Walker moved that the Board place the position <br />of a Technician in the Soil Conservation Service into the proposed <br />Budget. This motion died for the lack of a second. <br />Further discussion ensued concerning the requested Tech- <br />nician position. No action was taken on the request. <br />Chairman Garrett recognized Bill Heriford, Mary Davison, and <br />Dick BeaucF~aine, of the Emergency Medical Services Council. <br />Discussion ensued concerning the Budget request for this <br />Agency. It was pointed out that the County would be expected to <br />fund all the personnel positions. Discussion ensued concerning <br />the need for a Consultant to supervise the installation of the com- <br />munication equipment. <br />Orange County Emergency Medical Services Council presented <br />its budget recommendation. They requested that the County Com_ <br />missioners consider appropriating $3,700 as one-half the cost <br />for the Emergency Medical Services Evaluation. They requested an <br />an additional $700. for direct Council support for supplies and <br />office equipment. An additional amount was requested to be set <br />
