xv~, <br />Neal Evans, Finance Director, filed with the Board 1975-1976 <br />Proposed Budget Ordinance Amendments. <br />(For Copy of Amendments, See Docket Book Nine, Page 626 ). <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, it was moved and unanimously adopted to approve the Budget <br />Ordinance Amendments as presented by the Finance Director. <br />Chairman Garrett referred to Item VI: The Board of Commissioners <br />will discuss possible positions it might take concerning the new pro- <br />posals of the North Carolina Department of Transportation to locate <br />U. S. Highway I-40 in Orange County. <br />Chairman Garrett reminded the Board of two Public Hearings <br />which were coming up. 1) On June 23, 1976, a Public Hearing regarding <br />Primary Highway ImprovQment Plans which included all primary roads <br />such as Highway #86 and 54. 2) On June 29, 1976, there is a Public <br />Hearing concerning the Environmental Impact Statement of various routes <br />of I-40. On June 22, 1976, from 11:00 a.m. until 9:00 p.m., there will <br />be a representative from the Highway Department at the Municipal <br />Building in Chapel Hill to discuss informally the proposed I-40. <br />Mrs. Garrett stated .that the Triangle J Council of Governments will <br />review the proposed project and would like a consensus statement from <br />the local governments as well as the County concerning I-40. She <br />stated that the last official action of this Board was that the Com- <br />missioners did not approve of any of the alternatives <br />Chairman Garrett read a letter from B. B. Olive regarding I-40 <br />and the Orange County Land Classification System. <br />Discussion ensued. Commissioner Gustaveson suggested that the <br />Board meet with private and governmental groups to plan a joint <br />strategy for the Public Hearing. He stated that any of the alternatives <br />in Orange County would be disasterous and that it is important to do <br />all that we can to delay or even stop I-40. He spoke of the amount <br />of land that would be used for the Highway and the cost factor involved. <br />Chairman Garrett stated that the I-40 was being built for the <br />purpose of intrastate traffic. <br />Commissioner Whitted stated that there were a number of ways of <br />moving local traffic without building intrastate Highway. He stated <br />that the problem was Interstate traffic on T_-85 and even after the <br />building of any of these alternates,fhere would still be much traffic <br />on I-85. <br />Commissioner Gustaveson urged the Board to call a meeting to <br />mobilize governmental groups and private groups. <br />The Board agreed to call a meeting for Friday, June 18, 1976 at <br />the K & W Cafeteria in Chapel Hill at 11;30 a.m. to discuss joint <br />strategy for the Public Hearing on June 29. <br />Chairman Garrett referred to rtem II - Approval of Minutes. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, the Minutes of the June 3, 1976 meeting were approved. <br />Upon motian of Commissioner Pinney, seconded by Commissioner <br />Whitted, it was moved and adopted that the minutes of the June 10, <br />1975 meeting be approved. <br />Chairman Garrett referred to Item VIIT - Further discussion <br />of proposed County Budget for the coming Fiscal Year. <br />The Board began discussion of the Budget at the point where <br />they had ceased at the previous mee 'ng of June 10, 1976. <br />~~~~ ~ ~ <br />Flora R.
