532 <br />RESOLUTION Off' INTENT TO RECONSTRUCT THE <br />ORANGE WATER-SEWER AUTHORITY <br />WHEREAS, The Orange County Board of Commissioners has a responsi- <br />bility and concern for all a.ts citizens of Orange County <br />in the area of water resource development and management; <br />an d <br />WHEREAS, The Orange County Roazd of Commissioners' responsibility <br />includes a concern far a fair and reasanab],e access to <br />these resources from all of the local governing units in <br />Orange County; and <br />WHEREAS, The Orange County Board of Commissioners has consistently <br />supported a policy of a unitary water and sewer utility <br />system; and <br />WHEREAS, The Orange County Board of Commissioners believes that thr. <br />Orange Water and Sewer Authority represents the best <br />governmental structure to accomplish the ak>ave stated goaly <br />NOW, THEREFORE, THE ORANGE COUNTX BOARD OF COMMZ5520NER5 HEREBY <br />RESOLVES <br />to again affirm a.ts support of an intergovernmental agc:nc; <br />to manage and develop water and sewer services for all. the <br />citizens of southern Orange County; and <br />in the spirit of compromise and trust, does hereby agree <br />to reorganize the Orange Water and Sewer Authority with <br />five (5) representatives appainted by Chapel Hill, two (?_; <br />fxgm Orange County and two (Z) from Carrboro. <br />The Orange County Board of Commissioners also reaffirms <br />its support for and appreciation to its one citizen <br />appointee, Mr. Paul Morris. <br />This the 7th day of June, 1976. <br /> <br />
