45: <br />"The other situation that we are dealing with is the contract with <br />Triangle Housing Development, Inc. and the rehabilitation in Carrboro <br />using Title XX funds as the local match for the Title XX Grant. 5ti11 <br />another thing is the upcoming Section Eight Housing, where we have a <br />proposal to contract with the Chapel Hill Housing Authority and the <br />County Manager has still another recommendation that we will get into <br />later. Then we have an application to Community Development funds to <br />hire additional work crews to rehabilitate houses in our target areas, <br />that did not get funded this year. I think we have a continued interest <br />in this sort of rehabilitation program. In looking at these four sepa- <br />rate kinds of things and now that they have been accomplished, .it <br />appears to me that we need some mechanism to coordinate this; maybe as <br />a part of County government so that we will have a better idea pf <br />what kind of~housing activities are going on within the County and <br />better control on scheduling the work so that in dealing with the <br />public they will have a better idea df.how this is going. This dovetails <br />into Item XVIII on the Agenda. My recommendation will be that we bring <br />the entire housing effort into the community development effort, since <br />Chapel Hill is tied into housing so that we can use the extising Task <br />Force as a Citizen Advisory Group for Housing and Community Development. <br />We might want to consider also the entire housing authority concept. <br />This Board is being enpowered to make the Housing Authority for the <br />County so at some point, we could appoint or name a separate Housing <br />Authority as we get more and more involved in housing." <br />Discussion ensued. Chairman Garrett proposed a six person group <br />to see that allocations were properly distributed. Commissioner <br />Gustaveson inquired of what legal framework would be needed and no one <br />was able to reply to this question. <br />Commissioner Whitted suggested that someone from the Housing <br />Authority be invited to address this matter befoxe the Commissioners. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Whitted, it was moved and adapted to invite Mr. Purcell to lay out for <br />the Commissioners information for the establishing of a separate Housing <br />Authority on the third Tuesday regular meeting. <br />Chairman Garrett referred to Item XVII: Section Eight Housing: <br />The Contract between the CountyHousing Authority and the Chapel <br />Hill Housing Authroty to implement Section Eight Housing in Orange <br />County was modified by the Chapel Hill Housing Authority at its last <br />meeting. These modifications add two additional features to the pro- <br />posed contract: <br />A. A sixty day cancellation provision by either party. <br />B. A section clarifying the administrative relationship <br />between employees of the Section Eight Program and the Chapel <br />Hill Housing Authority. <br />The County Managers recommends these modifications be accepted. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Whitted, it was moved and adopted that Orange County accept the Contract <br />between Orange County Housing Authority and the Chapel Hill Housing <br />Authority with the understanding that Subsection A and B would be <br />included in the contract. <br />The Chairman referred to Item XVIII - The County Manager recommends <br />the Board of Commissioners approve a new position, Section Eight Program <br />Administrator, in pay grade 69 at Step I ($11,676). Funds to pay this <br />salary will be recoverable from the Section Eight Project. <br />Upon motion of Commissioner Whitted, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the County Manager be <br />authorized to proceed with the hiring of a Section Eight 'Program <br />Administrator. <br />Commissioner Pinney stated that he had problems with bringing <br />someone an County payroll who was under the jurisdiction of another <br />governmental unit. <br />
