2 <br />The consultant would focus on six critical elements of library design, including spaces for: the <br />collection, public seating, public computer access, special use areas, meeting/programming <br />space and the staff workspaces. <br />Historically, the County has found the use of design charettes both an efficient and effective <br />method of receiving public comment and design ideas regarding a project (e.g. Skills <br />Development Center). For that reason., the needs analysis and kick-off to the planning process <br />is recommended to include one or more design charettes during which the public, County <br />Commissioners and staff may offer comments and ideas regarding the library's design, as well <br />as programming that could/should occur at the new facility. Mr. Barton would base his program <br />upon the information obtained during the charettes and subsequent meetings with staff and <br />others. The estimated four-month planning process would culminate in the production of a <br />programming document to be used by the project architect to specify and construct the interior <br />space for the library. <br />The County may also choose to contract with Mr. Barton to specify furniture and equipment for <br />the new facility later in the process. <br />FINANCIAL IMPACT: Services contained in the referenced scope of work have been quoted at <br />$14,000. Pursuant to earlier discussions with the Board regarding the County campus, this <br />contract would be outside of the scope and cost of service provided by Brockwell and <br />Associates, the county campus project designer. Funding will be included in the 2007-17 <br />Capital Investment Plan. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize a contract that • <br />will reflect substantively the terms of the attached proposal from Phil Barton to provide space- <br />planning services at the new Orange County Library on Margaret Lane, Hillsborough in the <br />amount of $14,000; and authorize the County Manager to sign the agreement. <br />• <br />
