43s <br />MTNUTE5 OF THE ORANGE COUNTY BOARD OF COMMISSIONERS <br />Thursday, May 27, 1976 <br />The Orange County Board of Commissioners met in special <br />session on Thursday, May 27, 1976, at 12:00 noon, in the Com- <br />missioner's Room of the Courthouse. <br />Members present were Chairman Flora Garrett, Commissioners <br />Norman Gustaveson, Jan Pinney and Norman Walkers and Richard <br />Whitted. <br />Others present were S. M. Gattis, County Manager; Neal Evans, <br />Finance Director; A. S. Coleman, Jr., County Attorney; and Agatha <br />Johnson, Acting Clerk. <br />Mr. Gattis presented to the Board a plat of J. M. Conklin Heirs. <br />This property is located in Chapel Hill township and fronting on <br />Old Highway 86. It is a 3.79 acre tract. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Whitted, it was moved and adopted that the plat of J. M. Conklin <br />Heirs be approved. <br />The Chairman stated that the purpose of this meeting was to <br />discuss the County's bid for the Water-Sewer utilities. Chairman <br />Garrett stated that at the meeting. of the Negotiating Committee of <br />the Church Commission, Orange County was placed in second place for <br />tha purchase of the utilities. It was brought to the attention of <br />the Committee that the County was only bidding on the water system. <br />The_placement list was then changed and Orange County was moved to <br />thzrd position with the Authority ranking first and the Town of <br />Chapel Hill ranking second. <br />Mrs. Garz:ett stated that Chapel Hill had submitted two amend- <br />ments to their bid and that it was only logical for the County to <br />bid on the sewer system in order to have a stronger bid. ~ <br />Discussion ensued. <br />Commissioner Walker asked if the County did acquire the utili- <br />ties could the County do whatever they wished to with it? The reply <br />was yes, however, it would probably be turned over to the Authority. <br />Commissioner Gustaveson moved that the Board go into Executive <br />Session to discuss the acquisition of the utilities. This motion <br />was seconded by Commissioner Whitted. <br />All members of the Board voted aye and the motion was declared <br />passed. <br />EXECUTIVE SESSION <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted that the Board adjourn from Executive <br />Session. <br />Commissioner Gustaveson moved that Orange County submit a bid <br />to purchase the sewer system at the price agreed upon in Executive <br />Session. <br />The motion was seconded by Commissioner Whitted. <br />All members of the Board voted aye. <br />The motion was declared passed. <br />The County Attorney had prepared a Memorandum to Mr. John <br />Temple of the Utilities Study Commission stating the County's <br />action. <br />(FOR COPY OF MEMO, SEE MINUTE DOCKET BOOK NINE, PAGE ). <br />The meeting was adjourned. ~`~ ~. <br />Flora R.
