4~ia <br />Nassif's plan included 2,000 square feet of hallway. Mr. Davison <br />stated that the North Carolina Library people felt a population of <br />27,000 should occupy 12,000 square feet of space and this was not <br />allowing for growth. <br />Mr. Davison stated that the Library Trustees were concerned <br />about being,shoved into a space that was not sufficient for the Library <br />needs. <br />Discussion ensued between the Board of Commissioner, Mr. Davison <br />and Mr. Nassif concerning the space available at the Grady Brown <br />School. <br />Mr. Nassif reminded the Board that the Facility Study had gone <br />a little further in suggesting locations for the different depart- <br />ments, that the departments did not have to go there and that the <br />decisions as to who occupied what space could be made at a later <br />time. <br />Mr. Gustaveson inquired of Mr. Davison "Thinking in terms of the <br />growth aspect and the need for space for 76,000 volumes, could this <br />problem be resolved within the framework of this concept or are you <br />seeing more, that this space cannot be used as the library? <br />Mr. Davison replied that within the years 1990 and 2000, you are <br />talking about a tremendous increase of population and an increase of <br />about 93,500 books. That an increase of facilities will be needed. <br />Dr. Charles Blake, representing the Museum asked tv speak. <br />Dr. Slake urged the Board not to take the cheapest solution but the <br />best solution. He stated that from the standpoint of the museum, the <br />museum should stay there. He questioned the fact of the murals on <br />the North Wall. Dr. Blake suggested that the decision on the proposal <br />be postponed for a year. <br />Ross Porter spoke of the beauty of Hillsborough. He spoke against <br />the using of the Old Courthouse for anything except as a historical <br />building. <br />- Ms. Annie Lockhart stated that she endorsed Mr. Porter's remarks. <br />She was opposed to moving the library to Grady Brown School. She also <br />suggested waiting several years and reach a better solution. She stated <br />'to move the museum would spoil the atmosphere. This is part of <br />Hillsborough that should be preserved as it is.' <br />Commissioner Gustaveson spoke of the historical aspect of the <br />Old Courthouse and stated that Mr. Nassif's concept is that..historical <br />buildings can stay historical buildings and be used at the same time. <br />Discussion ensued concerning the use of the Old Courthouse and <br />requirements of space by the County. , <br />Commissioner Gustaveson stated that the proposal of Mr. Nassif <br />addressed a concept with flexibility, however it is based on renova- <br />tian of the Grady Brown School. <br />Commissioner Pinney stated that he felt only one decision had <br />to be made tonight and that was whether to move the Health Department. <br />Discussion ensued. <br />Commissioner Gustaveson moved that the Board accept the concept <br />of Proposal A of Mr. Nassif 's report and begin to discuss the schedule <br />of implementation such as stress tests. <br />This motion died for lack of a second. <br />Commissioner Pinney questioned Commissioner Gustaveson's usage of <br />the word 'concept' He asked if he meant Grady Brown School, ,jail? <br />Commissioner Gustaveson replied whatever needed to implement <br />Proposal A. <br />Commissioner Gustaveson moved that the Board go into executive <br />session for the purpose of discussing possible land acquisitions in <br />the Chapel Hill area and any legal difficulties. <br />
