• Compatibility with BOCC-Adopted Site Selection Criteria <br />2 <br />Site 744, Millhouse Road, ranks high in Technical Criteria; Mid-Range in Community-Specific <br />Criteria. Availability and access provided by the Town of Chapel Hill significantly improve its <br />technical standing. Initial environmental, historical and cultural impacts appear to be minimal. <br />Hauler traffic could be restricted along Millhouse Road from the north to mitigate traffic impact to <br />local residents. Potential exists for future rail connectivity. <br />• Permit-ability <br />The approval process for Site 744 would be within Orange County planning jurisdiction and <br />permitted by right. An environmental assessment would have to be conducted. The site plan <br />would be subject to courtesy review by Chapel Hill. Conditions of the site plan approval would <br />be part of the applicant (BOCC) submittal. Town requirements for utilization of existing roadway <br />access i would need to be finalized. The portion of the property being evaluated is located in the <br />Rural Buffer which restricts public utilities. The County would need to explore the possibility of <br />connection to existing lines (within 800 feet of proposed footprint); however if not achievable, <br />required utility systems similar to those proposed at Site 056 could be developed. <br />• Integration with Existing Eubanks Road Operations <br />Site 744 is of adequate size and topography to provide for a transfer station including roadways <br />and equipment storage areas with excellent opportunities for screening and buffering. It affords <br />valuable opportunities to integrate transfer operations with existing solid waste management <br />functions. Additionally, the site is centrally located near waste collection routes resulting in a <br />relatively low carbon footprint, air quality impact, and cost to haulers. <br />Site 744 offers a very promising location from the standpoint of operational efficiency <br />and environmental impact. Procedural considerations from the BOCC perspective in <br />moving forward would include verification of site availability as an alternate transfer <br />station location by the Town of Chapel Hill prior to more intensive evaluation by staff and <br />consultant and focused community information/involvement with feedback as occurred <br />with candidate sites on Hwy 54. <br />Solid Waste Advisory Board (SWAB) Review of Millhouse Road Site <br />Olver, Inc. presented an outline of its preliminary evaluation to the Solid Waste Advisory Board <br />(SWAB) at its meeting on June 3~d. The SWAB consensus opinion was supportive of the <br />Millhouse Road site based on economics and environmental standards. A memorandum from <br />the SWAB Chair summarizing their conclusions is attached as Attachment B. <br />Revised Transfer, Haul and Disposal Analysis Summary <br />The Town of Chapel Hill also raised questions regarding the accuracy of some of the data used <br />to estimate off-route hauling costs contained in the Summary of Transfer, Haul, and Disposal <br />Evaluation report presented on May 14. Town officials suggested increased costs to the Town <br />could indeed be higher. Attachment C presents a report outlining consultations with Town staff <br />and presents revised data reflecting minor revisions requested by the Town. <br />In essence County staff confirmed previous Town of Chapel Hill assumptions and data were <br />meticulously verified in collaboration with Town staff.
