ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 16, 2009
Action Agenda
Item No. Lv - a - ~,
SUBJECT: Solid Waste Transfer Station Site Search Process -Millhouse Road Suggestion
DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
A. Millhouse Road Site Preliminary
Evaluation - Olver Inc. (Under
Separate Cover)
B. SWAB Memorandum
C. Hauling Analysis
Revisions/Updates -
Olver, Inc.
D. Draft Letter from the Chair to the
INFORMATION CONTACT:
Gwen Harvey, Assistant County
Manager, 245-2307
Gayle Wilson, Director, Solid Waste
Management, 968-2885
Mayor
PURPOSE: To present as requested by the BOCC on May 14, 2009, the preliminary evaluation
of a Town of Chapel Hill owned property on Millhouse Road as the possible location for the new
County solid waste transfer station.
BACKGROUND: At the May 14 BOCC Transfer Station Work Session the Board held with
invited municipal officials, the Town of Chapel Hill Mayor, Kevin Foy, introduced the concept of
utilizing a portion of the Town of Chapel Hill Operation Center property as a possible alternative
site for the new transfer station. This approximately 8 acre site is a currently unused portion of
the overall Town Operations Center complex. The Mayor made clear his suggestion should not
be considered an offer of the site as the Town Council had not formally discussed the matter
and that ultimately the Council would need to make a formal decision. Furthermore, the Mayor
indicated he would prefer the BOCC evaluate the site for its technical suitability as a transfer
station site and, if the BOCC considered the location suitable and expressed its interest in
pursuing the site further, the Town Council would address the matter.
Olver, Inc. Preliminary Analysis of Chapel Hill Operations Center Site -Millhouse Road
Olver, Inc. has evaluated the Millhouse Road site as a potential alternative site to Site 056 on
Hwy 54 for the new transfer station. Initial assessment has included obtaining various existing
documentation and data from the Town associated with its own site investigation and permitting
process for the Town Operations Center project. Attachment A is a complete copy of the
Olver, Inc. report on the Millhouse Road site, identified as Site 744. The key points of the
evaluation to date are summarized below:
