~}~~fl <br />emergency services communication system. P4r. Heriford, will report <br />that bids for the Orange and Chatham Counties emergency communications <br />system are ready to be let. This equipment will be acquired with grant <br />funds obtained from the Johnson Foundation and from the State of North <br />Carolina. It is reasonable to assume that if this project does not <br />move forward we will lose the State grant and quite possible the Johnson <br />Foundation Grant. zt is equally reasonable to assume that neither the <br />State or the Johnson Foundation will approve acquisition of this equip- <br />ment until a central dispatch site is identified and a method to finance <br />operations of this center is assured. <br />Mrs. Garrett recognized Mr. Heriford who stated the bids must be .- <br />made on P4ay 11, 1976 and there were several items that needed to be <br />clarified before that time. (1) 21r. Heriford inquired about the site of <br />the proposed Dispatching Center. He stated that dispatching would be <br />both in Orange and Chatham Counties and the Commissioners needed to decide <br />where the center would be located. It had been suggested that the Dispatch <br />Center be in the Chapel Hill. Police Department, but Mr. Heriford stated that <br />it was the consenses of the Executive Committee of the Orange County Council <br />that the Dispatch Center should be supervised by the County and should be <br />located in or near Hillsborough. <br />The Board agreed to wait until after hearing Joe Nassif's report <br />on May 6, to learn where Mr. Nassif recommends the Dispatch Center <br />should be, before giving an answer to Mr. Heriford. <br />.Zr. Heriford said the (2) Since Orange County has agreed to contract <br />with the vendor for both Orange And Chatham Counties, the Board needed <br />to decide who would oversee this project. That someone who knows about <br />radio communications is recommended. Pir. Heriford suggested that this <br />same person could be someone who would supervise Dispatch service when <br />the project began operation. Mr. Heriford suggested further that this <br />could be done on a package basis by hiring someone to come in and check <br />out the vendors and perhaps work for several months. This person could <br />supervise operations and verify proper installation of the equipment <br />and then someone with less technical knowledge could then take over and <br />operate the equipment. <br />The Board suggested that the COJEP4S representative appear before <br />the Board of Commissioners again at budget time and present a written <br />request for thr position. <br />The third itme of concern of PRr. Heriford was Dispatch Personnel. <br />He stated that Orange County would need 6'~ people to man the Dispatch <br />Center. EMS needed to know how these people would be employed, who <br />would pay their salaries. He stated that there were no monies available <br />through the Grant for personnel. <br />Mr. Heriford was requested to include this personnel matter in his <br />budget request and to present it to the Board at the new budget year. <br />Chairman Garrett referred to Item XII: An appropriation of $75,00. <br />for the "Fountain of the One Hundred" project on the Bicentennial <br />Plaza. <br />(For Copy of "Fountain pf the One Hundred" Memo, <br />See 22inute Docket Book Nine, Page ). <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Gustaveson, it was moved that the Finance Officer forward the $75.00 <br />to the appropriate person. <br />Ttem XIII - Further consideration of the County Personnel Ordinance <br />was discussed briefly by the Commissioners. - <br />P4r. Jeff Gledhill informed the Board that there was no major or <br />legal difference between an Ordinance or Policy. However, an Ordinance <br />was usually considered as law and sometime is remembered better, when <br />a policy sometime was "lost in the minutes." <br />Mrs. Garrett reminded the Berard the the Personnell Ordinance <br />needed to be reviewed and adopted and that she hoped this would be <br />done in the near future. <br />Commissioner Gustaveson moved that the meet~ing_ -b_e }adjourned. <br />Flora R.
