PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Resolution Tara L. Fikes, 245-2490 <br />PURPOSE: To adopt a resolution approving an amendment to the 2008 Consolidated Housing <br />Plan Annual Update. <br />BACKGROUND: On May 5, 2009, the Board of County Commissioners approved the Annual <br />Update to the Consolidated Plan for Housing and Community Development Programs in Orange <br />County. The Consolidated Plan includes the housing activities of the Towns of Carrboro, <br />Chapel Hill, and Hillsborough and Orange County which also approved the Annual Update in <br />May 2009. The Update included the 2009-2010 Community Development Plan for the Town of <br />Chapel Hill and the 2009-2010 HOME Program Action Plan for the Orange County HOME <br />Consortium. <br />Since that time, the Town of Chapel Hill received word of the availability of approximately <br />$156,110 in additional Community Development Block Grant funds made available through the <br />American Recovery and Reinvestment Act (ARRA) of 2009. HUD requires the Annual Update <br />to the 2008 Annual Plan be amended to incorporate the additional funding and its proposed <br />uses. The Town plans to utilize these funds for activities in their public housing communities. <br />The recommended program design is detailed in the attached resolution. <br />All entities included in the Consolidated Plan are being asked to consider approval of this <br />program amendment. <br />FINANCIAL IMPACT: The Town of Chapel Hill will receive an additional $156,110 in CDBG <br />funds for the next fiscal year. Unfortunately, there is no additional HOME funding included in <br />the American Recovery and Reinvestment Act (ARRA) of 2009. County staff is continuing to <br />monitor opportunities for additional housing funding from state agencies administering ARRA <br />funds. <br />RECOMMENDATION(S): The Manager recommends the Board adopt a resolution approving <br />the amendment to the 2009 Consolidated Housing Plan Annual Update. <br />
