Preservation of Community Character <br />Other elements of the Comprehensive Plan have objectives that are linked with transportation <br />objective T-3.2. Those are: <br />• Economic Development, Objective ED-2.3 "Promote public transportation, alternative modes <br />of transportation, and encourage carpooling and park-and-ride participation." <br />• Land Use, Objective LU-3.2 "Coordinate land use patterns to facilitate the expanded use of <br />non-auto modes of travel, the increased occupancy of automobiles, and the development <br />and use of an energy-efficient transportation systems." <br />• Natural And Cultural Systems, Objective AE-7 "Expand and enhance Orange County's public <br />transportation system." and Objective AE-8 "Improve transportation efficiency: promote more <br />public transportation, ride sharing, and alternative transportation such as bicycles and <br />walking." <br />• Services And Facilities, Objective PS-T-5 "Include in applied site design standards for <br />residential, commercial, and industrial development, appropriate road design standards to <br />ensure adequate law enforcement and emergency vehicle access to the development." <br />Comprehensive Transportation Plan <br />The Comprehensive Transportation Plan (CTP) will be a long-range multi-modal plan to serve <br />present and future travel demand in Orange County. The plan will consist of four maps that <br />show existing facilities, facilities that need improvement, and recommended new <br />facilities/alignments for highways, public transportation and rail, bicycles, and pedestrians, and a <br />cover sheet recording the adoptions and endorsements for the CTP. CTP recommendations <br />are concepts and any recommended project will go through a rigorous environmental process <br />before final alignments or designs can be determined. <br />Coordination with State and Regional Agencies <br />Orange County's CTP will be developed cooperatively with NCDOT, the Triangle Area Rural <br />Planning Organization (TARPO) and the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan <br />Planning Organization (MPO). <br />Multi-modal comprehensive transportation plans are required for municipalities by North <br />Carolina General Statutes (NCGS) §136-66.2. N.C.G.S. §136-66.2 (b3) also provides that <br />counties with the cooperation of the Department of Transportation may develop a <br />comprehensive transportation plan using the procedures specified for municipalities. For <br />portions of a county located within an MPO, the development of a comprehensive transportation <br />plan will be carried out through the metropolitan planning organization. <br />DCHC MPO approved the regional 2035 Long Range Transportation Plan (LRTP) in May. The <br />federally required LRTP is a fiscally constrained subset of the CTP. The DCHC MPO has <br />completed much of the work for the MPO CTP during the LRTP process and will propose a <br />schedule for completing development of the CTP this fall. <br />Timeline for Orange County CTP <br />A detailed timeline will be developed for the CTP process. Staff anticipates the following <br />schedule for the CTP process. <br />
