ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 16, 2009 <br />Action Agenda <br />Item No. ~- ` U <br />SUBJECT: Asbestos Abatement at Former Animal Shelter Building <br />DEPARTMENT: Public Works, Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Wayne Fenton, 245-2628 <br />Pam Jones, 245-2652 <br />PURPOSE: To approve a contract with EHG (Environmental Holdings Group LLC) of <br />Morrisville, NC for abatement of asbestos containing materials at the former Animal Shelter <br />located off of Municipal Drive in Chapel Hill. <br />BACKGROUND: Animal Services including shelter operations recently relocated to the new <br />Animal Services Center on Eubanks Road in Chapel Hill. The former Animal Shelter building <br />located off of Municipal Drive in Chapel Hill has been closed and must be demolished or <br />deconstructed. The building, although owned by Orange County, sits on property that has been <br />leased from UNC Chapel Hill. The building was constructed in several phases, with the oldest <br />dating to 1979, and later additions in 1987 and 1990. Some sheet vinyl flooring and adhesive <br />for flooring in the building were found to contain asbestos. <br />The Public Works and Purchasing Departments have been investigating options for demolition <br />of the building. Regardless of the option selected for demolition, asbestos containing materials <br />must first be abated in keeping with NC-DHHS, EPA and OSHA rules and regulations. <br />EHG of Morrisville, NC, which recently completed abatement work at the New Courthouse in <br />Hillsborough as part of the courthouse renovation process, provided a quote for abatement of <br />approximately 1,600 square feet of asbestos-containing flooring and flooring adhesive from the <br />building for the sum of $6,050. All work will be performed in keeping with NC-DHHS, EPA and <br />OSHA rules and regulations. <br />FINANCIAL IMPACT: EHG will perform abatement of the asbestos containing materials from <br />the former Animal Shelter for the sum of $6,050. Funds will be available from the capital <br />account for deconstruction of the Animal Shelter approved by the BOCC on June 2, 2009. <br />RECOMMENDATION(S): The Manager recommends the Board approve a contract with EHG <br />and authorize the Interim County Manager/Purchasing Director to sign the contract document. <br />
