38~ <br />has a vital bid in, however, that bid as submitted is with Chapel Hill - <br />as part of the Authority and now Chapel Eiill wants to bid on its own, <br />Commissioner walker asked just what is the County's policy and <br />Chapel Hill's policy, what do we want? How can we provide services <br />better than Chapel Hill, or can we? He asked tahat is the long range <br />goal of the County? <br />Commissioner Whitted reminded the Board that when the University <br />decided to sell the utility, the County Board at that time decided <br />to become interested in the utility because we felt that this would <br />be advantageous to be involved in the policy making process of the <br />utility. <br />Chairman Garrett stated that she felt the need for a unified water- <br />sewer system and the .need for someone with County government experience <br />to be on the Board for future needs of the County. <br />Commissioner Pinney sated that as he saw the problem, 'the County <br />could do one of three things: (1) do nothing; (2) enter the bidding <br />with Carrboro;- or (3) bid by ourselves. <br />.Commissioner Gustaveson asked if it was possible to rework the <br />Authority's bid and submit it in terms of the technical aspect and then <br />indicate that it would be a bid from the County and Carrboro. <br />He also suggested that we submit a bid with the idea that if our <br />bid is accepted to invite Chapel Hill to a full participation as a <br />member of the three governmental unit consortium. If Chapel Hill says <br />no, that they do not want to participate, then the County and Carrboro <br />will go ahead with the developing. <br />Commissioner Pinney stated that he felt as far as the University was <br />concerned it would be advantageous if Carrboro and the County did bid <br />on the Utility, <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and unanimously adopted to go into executive <br />session to discuss aquisition of the Water-Sewer Utility. <br />EXECUTIVE SESSION <br />The Board of Commissioners reconvened from Executive Session and <br />Chairman Garrett inquired if any of the Board members has a motion <br />• to be considered. <br />Commissioner Whitted moved to request that the Orange Water-Sewer <br />Authority alter its bid and to submit two (2) separate bids. That <br />the Authority have one (1) bid that is for the water system only and <br />that the Authority submit a second bid which would be a proposal for <br />the water system and the University's half of the sewer system, <br />This motion was seconded by Commissioner Gustaveson. <br />The Chairman called for the vote. <br />' Voting aye were Commissioners Garrett, Gustaveson, Walker and Whitted. <br />Voting nay was Commissioner Pinney. <br />The Chairman declared the motion passed. <br />Commissioner Gustaveson made a motion to explore with the Town of <br />Carrboro a joint bid for the water system and one-half of the sewer <br />- system, and to make it very clear in the bid that if the bid is awarded <br />to a joint participation of Carrboro and the County that we would invite <br />Chapel Hill to also join in the participation. <br />This motion was seconded by Commissioner shitted. <br />Voting aye on this motion were Commissioners Garrett, Gustaveson, Pinney <br />and Whitted. <br />The motion was declared passed by the Chairman. <br />The purpose of the action taken by the Commissioners is to insure that <br />regional water-sewer facilities can be provided for the citizens of the <br />three governmental units. <br />
