38s <br />Mr'• Kennedy reviewed with the Board Chapter three of the reports <br />which dealt with county government and school sectors. <br />Dr.. Straley stated that the intent of the task force at this time <br />was to just present the report and that the task force would like to <br />return at another time to discuss the report with the Board. He point- <br />ed out that this document is only an advance copy and that his group <br />would like to publish about S00 copies of this report. <br />The Board agreed to meet with the Energy Conservation Task Force <br />on May 11, 1976 at 9:00 p.m. in the Commissioner's Room. <br />The Chairman presented to the Hoard a Resolution to join in Mental <br />Health Month. <br />RESOLUTION TO JOIN IN MENTAL HEALTH MONTH <br />"The Orange County Board of Commissioners urge all Orange County <br />citizens to participate in National Mental Health Month during <br />the month of May. <br />The purpose of Mental Health Month is to focus the attention <br />of the American public on the need to promote good mental <br />health among its citizens and to increase the visibility of <br />Mental Health Agencies throughout the nation. <br />Two of such agencies serving Orange County citizens are the <br />Orange County Mental Health Association and the Orange-Person- <br />Chatham Mental Health Center. <br />As an observance of Mental Health Month, the Mental Health Asso- <br />ciation has scheduled a symposium concerning Alcoholism in Orange <br />County which was held on Tuesday, April 27, 1976. As a national <br />observance, the ABC Television Network will screen the movie <br />"Return to Earth" on the Friday Night Movie, May 14, 1976. <br />The Orange County Mental Health Association exists to educate <br />citizens to the need for good mental health, and serves as a <br />voluntary client advocacy group in the community. They are <br />committed to promoting consistency in t•Sental Health Care in <br />terms of treatment facilities, legislation, the prevention of <br />mental illness and the promotion of positive Mental Health <br />among citizens of Orange County <br />Orange-Person-Chatham Mental Health Center is mandated by law <br />to provide services to citizens for the three counties. Some <br />of the assistance provided are Inpatient Services with N. C. <br />Memorial Hospital in Chapel Bill; Outpatient Services; direct <br />consultation for older people through the Aging Program which <br />includes day care centers; child and youth programs for child- <br />ren through age 18 years; alcoholic and drug programs which pro- <br />videscounseling and court programs; these services are coordi- <br />nated with Tree House, Janus House and the Half-way House; Pre- <br />school programs; mental retardation programs; as well as mental <br />health consultation and educational programs which provide assist- <br />arice to agencies, citizens and professiodals throughout the coun- <br />ties of Orange, Person, and Chatham. <br />we, the Orange Gounty Board of Commissioners, recognize the <br />Month of May as Mental Helath Month and would encourage all citi- <br />zens to involve themselves in promoting good mental health. <br />This is the 29th day of April, 1976." <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and unanimously adopted that the Mental Health <br />Resolution be adopted. <br />Chairman Garrett asked the Board to discuss the Orange Water- <br />Sewer situation. She stated that in order to bring everyone up-to- <br />date, that Carrbaro had agreed to go along with the 4-2-2 membership <br />and that Chapel Hi11 has voted to bid on the Authority by themselves. <br />She explained that Mr. Claude Jones, Attorney for the Authority had <br />said that the County has the option to bid with Carrboro or to bid <br />by themselves, the problems that exist here is that the Authority <br />
