2 <br />• The high "cut-off' limits on monthly water use have been eliminated due to the confusion <br />caused to OWASA customers and to the fact that OWASA increasing block rates and <br />Water Shortage surcharges are effective in reducing water consumption; <br />• Allowances have been made for irrigating "Public Purpose Athletic and Recreations <br />Fields" and "Public Purpose Botanical Sites" at times and frequencies different than <br />specified for general spray irrigation, providing such exceptions comply with OWASA- <br />approved Water Conservation Plans for each site; <br />• While spray irrigation restrictions remain largely unchanged, the hours during which this <br />irrigation method can be used have been slightly extended; <br />• Restrictions on irrigation by drip irrigation, underground hose emitters, soaker hoses, <br />hand watering and other non-spray irrigation methods have been eliminated except <br />during a Water Supply Emergency when all irrigation is prohibited; <br />• Ornamental ponds, fountains, etc., may be filled or refilled during Stage 1 water use <br />restrictions. Birdbaths and other small scale wildlife support facilities may be filled or <br />refilled during Stage 1, 2 and 3 water use restrictions; <br />• Building exterior washing prior to painting is allowed in Stages 1 and 2 restrictions while <br />general cleaning is allowed only in Stage 1 restrictions; <br />• Swimming pools are allowed to be filled or refilled at any time other than during a Water <br />Supply Emergency; and <br />• New water lines may be flushed or pressure tested at any time, including a Water Supply <br />Emergency (when water must be recaptured and returned to OWASA's system). <br />FINANCIAL IMPACT: None to Orange County. <br />RECOMMENDATION(S): The Manager and the Attorney recommend the Board adopt the <br />revised County Ordinance (Chapter 36, ARTICLE II. WATER CONSERVATION) specifically <br />incorporating the new DIVISION 2. YEAR ROUND CONSERVATION OF WATER AND FOR <br />TEMPORAY RESTRICTIONS DURING WATER SHORTAGES AND EMERGENCIES <br />RELATED TO ALL ORANGE WATER AND SEWRE AUTHORITY CUTOMERS LOCATED IN <br />THE UNICORPORATED PART OF ORANGE COUNTY. <br />
