0
existing roll -off containers to use in the rigid plastics program. This would mean the County would
only need to purchase six new roll -off containers for a projected total capital expenditure of up to
$33,000. This equates to a net cost to the County after receipt of the grant of about $18,000, not the
$55,000 originally budgeted. Current recycling operations will absorb the recurring collection costs
due to improved efficiency benefits from the implementation of commingled recycling earlier this
year.
Should the County choose to accept the grant, it would be necessary to defer actual purchase until
after July 1, 2009 as grant funds will be disbursed in FY 2009 -10 as reimbursements for purchased
items. However staff would seek authorization -to bid for purchase during the current year and
subsequently encumber the funds out of this year's appropriations. When the grant funds are
received next fiscal year the funds would be directed to the enterprise fund reserves to offset the
spent funds.
I would appreciate any feedback from Board members on this plan.
6.- Upcoming Insurance Services Office, Inc. Code Enforcement Review
Attachment 2 is a letter from Field Representative Mike Bratcher with Insurance Services Office,
Inc. (ISO) regarding an upcoming review of the County's building code enforcement activities. ISO
reviews building code enforcement activities by local governments and assigns a grade to each
jurisdiction based on its commitment to building code enforcement (1 is the highest/best grade and
10 is the lowest/worst grade). In 2002, Orange County scored a "5 '. I thought the Board would like
to be aware of this upcoming review for Orange County.
ISO has provided an initial questionnaire to Building Inspections Supervisor Susan Mellot and plans
to meet with Susan in April regarding the County's current building code enforcement activities.
Please let me know any comments or questions.
7. Update on Piedmont Food & Agricultural Processing Center
Agricultural Economic Development Coordinator Noah Ranells recently provided the following
update to all the organizing participants for the Food & Agricultural Processing Center Planning and
I am forwarding it to Board members as information.
1. With the passing of the Federal Omnibus Bill earlier this week, an appropriation of $237,500
was committed to the processing center. We acknowledge the strong support of
Congressman David Price and his colleagues.
2. The two -week `Request for Proposal' period for professional design and architectural
services closed on March 9, 2009. (htty: / /www co.oranize.nc.us /purcbasin ids.asp)
Submissions are currently under initial staff review.
3. The NC Agricultural Development and Farmland Preservation Trust Fund and Tobacco
Trust Fund grant agreements have been finalized. The Golden Leaf Foundation grant
agreement is in final stages for approval.
4. Review of the By Laws for the management entity is in progress. The Orange County legal
review has resulted in the request for a meeting to discuss further development of the By
Laws and the Articles of Incorporation. We ask that each county suggest one individual who
