This would mean the County would <br />only need to purchase six new roll -off containers for a projected total capital expenditure of up to <br />$33,000. This equates to a net cost to the County after receipt of the grant of about $18,000, not the <br />$55,000 originally budgeted. Current recycling operations will absorb the recurring collection costs <br />due to improved efficiency benefits from the implementation of commingled recycling earlier this <br />year. <br />Should the County choose to accept the grant, it would be necessary to defer actual purchase until <br />after July 1, 2009 as grant funds will be disbursed in FY 2009 -10 as reimbursements for purchased <br />items. However staff would seek authorization -to bid for purchase during the current year and <br />subsequently encumber the funds out of this year's appropriations. When the grant funds are <br />received next fiscal year the funds would be directed to the enterprise fund reserves to offset the <br />spent funds. <br />I would appreciate any feedback from Board members on this plan. <br />6.- Upcoming Insurance Services Office, Inc. Code Enforcement Review <br />Attachment 2 is a letter from Field Representative Mike Bratcher with Insurance Services Office, <br />Inc. (ISO) regarding an upcoming review of the County's building code enforcement activities. ISO <br />reviews building code enforcement activities by local governments and assigns a grade to each <br />jurisdiction based on its commitment to building code enforcement (1 is the highest/best grade and <br />10 is the lowest/worst grade). In 2002, Orange County scored a "5 '. I thought the Board would like <br />to be aware of this upcoming review for Orange County. <br />ISO has provided an initial questionnaire to Building Inspections Supervisor Susan Mellot and plans <br />to meet with Susan in April regarding the County's current building code enforcement activities. <br />Please let me know any comments or questions. <br />7. Update on Piedmont Food & Agricultural Processing Center <br />Agricultural Economic Development Coordinator Noah Ranells recently provided the following <br />update to all the organizing participants for the Food & Agricultural Processing Center Planning and <br />I am forwarding it to Board members as information. <br />1. With the passing of the Federal Omnibus Bill earlier this week, an appropriation of $237,500 <br />was committed to the processing center. We acknowledge the strong support of <br />Congressman David Price and his colleagues. <br />2. The two -week `Request for Proposal' period for professional design and architectural <br />services closed on March 9, 2009. The NC Agricultural Development and Farmland Preservation Trust Fund and Tobacco <br />Trust Fund grant agreements have been finalized. The Golden Leaf Foundation grant <br />agreement is in final stages for approval. <br />4. Review of the By Laws for the management entity is in progress. The Orange County legal <br />review has resulted in the request for a meeting to discuss further development of the By <br />Laws and the Articles of Incorporation.
