ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 16, 2009 <br />Action Agenda <br />Item No. <br />SUBJECT: Bid Award: Six (6) Thirty Cubic Yard Recycling Roll Off Containers <br />DEPARTMENT: Solid Waste Management & PUBLIC HEARING: (Y /N) No <br />Purchasing <br />ATTACHMENT(S): <br />Tabulation <br />Managers Memo, March 13, 2009 <br />Grant Award Letter, May 15, 2009 <br />INFORMATION CONTACT: <br />Pam Jones, 245 -2652 <br />Gayle Wilson, 968 -2885 <br />PURPOSE: To consider awarding a bid to Bakers Waste Equipment from Morganton, North <br />Carolina for the purchase of six (6) 30 cubic yard Rectangular Recycling Roll Off Containers for <br />the Recycling Division of the Department of Solid Waste Management. <br />BACKGROUND: The purchase of this equipment was included in the FY 2008 -2009 Recycling <br />Division Budget. These containers will be used to implement a BOCC approved drop -off based <br />program to collect rigid plastics at Recycling 24 -hour Drop -off Sites and Solid Waste <br />Convenience Centers. <br />To supplement the purchase of these roll -off containers and to assist the County during a <br />difficult budget year, the Department of Solid Waste sought a Community Waste Reduction <br />Grant from the NC Department of Environment and Natural Resources (NCDENR) Division of <br />Pollution Prevention and Environmental Assistance to support this innovative initiative. When <br />Solid Waste was notified by the State that Orange County would be awarded $15,000 to support <br />this project, the County Manager approved an exception to the County -wide freeze on capital <br />purchases to enable the implementation of this widely anticipated program. <br />Orange County issued bid solicitation #1573. Nine bidders responded with Bakers Waste <br />Equipment from Morganton, North Carolina submitting the lowest responsive bid at a delivered <br />cost of $4,511 each (total cost for six units is $27,066). Please see attached tabulation. <br />FINANCIAL IMPACT: The purchase price of the containers is $27,066. Funding for this <br />purchase was included as part of the FY 2008 -2009 Solid Waste Departmental Budget in the <br />Recycling Division. State grant funds of $15,000 will be used to reimburse the Solid Waste <br />enterprise fund for this purchase, with the net cost to the County of $12,066. Budget <br />Amendment #9, included on the Consent Agenda for this meeting, allows for accepting the grant <br />and budgets for the grant proceeds. <br />RECOMMENDATION(S): The Manager recommends the Board award the bid to Bakers <br />Waste Equipment from Morganton, North Carolina at a cost of $27,066 and authorize the <br />Purchasing Director to execute the necessary paperwork. <br />
