381 <br />Mr. Gledhill stated that this was a financial tissue of Winston- <br />Coleman and Bernholz and the contract was to provide rea.mbursement to <br />the law firm for ser~ces rendered in executing the IV-D Program. <br />Commissioner Walker stated that it was his understanding that <br />the IV-D Program was to pay for itself through the bounty and if the <br />program did not support itself financially he felt it should be aban- <br />doned. <br />Mr. Gledhill stated that eventually the program would support <br />itself.. • <br />Commissioner Gustaveson moved the the Chairman sign the Contract <br />between Orange County and Winston-Coleman and Bernholz regarding the <br />IV-D Program. Commissioner Pinney seconded the motion. <br />Discussion ensued. Commissioner Walker stated that he was in <br />opposition to paying fob this program and that he would have to vote <br />against this motion. He stated further that the County should look <br />at other counties and see how t~nose counties were handling the program. <br />The Chairman called for the vote. <br />Voting aye were Commissioners Garrett, Gustaveson, Pinney and <br />Whitted. Voting nay was Commissioner Walker. <br />The Chairman declared the motion carried. <br />Chairman Garrett referred to Item V: The Planning Board has' <br />approved the minor subdivisions listed below: <br />A. Pauline Hill: Eno Township - This plat proposes the sub- <br />division of a 40,000 square foot parcel from a larger tract. Bath <br />the newly created parcel and the tract from which it is taken will <br />have frontage on State Road 1716 and both parcels meet minimum sub-'- <br />division requirements. This plat was approved by the Planning Board. <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Pinney, it was moved and adopted to approve the plat of Pauline Hill. <br />B. Roger Levy: Chapel Hill Township - This plat proposes the <br />subdivision of 2.77 acres from a larger tract. Both the newly created <br />parcel and the tract from which it is taken will have frontage on <br />State Road 1723 and both parcels meet minimum subdivision requirements. <br />This plat has been approved by the Planning Board. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, it was moved and unanimously adopted to approve the plat of <br />Roger Levy. <br />C. William S. Thompson: Chapel Hill Township - This plat pra- <br />poses the subdivision of three acres from a ten acre tract. Both the <br />newly created parcel .and the tract from which it is taken will have <br />frontage on Old Highway #86 and both parcels meet minimum subdivision <br />requirements, The P1annFng Board has approved this plat. <br />Upon motion of Commissioner Whitted, seconded by Commissioner <br />Gustaveson, it was moved and unanimously adopted to approve the plat <br />of William S. Thompson. <br />The Chairman referred to Item V2: The Planning Director will <br />report progress his department is making in developing a land use <br />plan for the developing area surrounding the Chapel Hi11 and Carrboro <br />planning jurisdiction. <br />Ervin Dobson, Planning Director filed with the Board a planning <br />report of land development plan efforts in Chapel Hill Township. He <br />cited priority needs of the area. Discussion ensued concerning the <br />general trends which the people of the area desired. <br />Hal Minis presented a statement regarding planning of the Land <br />Classification System as devised by the State Planning Office to the <br />Orange County Land Development Plan. <br />A joint meeting of the Planning Staff and Board, the County <br />Commissioners and other county agencies was scheduled for May 13, 1976, <br />at 7:30 in the Commissioners boom of the Courthouse. <br />
