Motion died for <br />lack of a second. <br />It was the consensus of the Board to refer the proposed County-wide <br />goals back to the Planning Staff to prepare a preamble. <br />The Board then reviewed each of the goal statements and. requested <br />the Planning Staff amend the first goal stateTent under Growth, <br />the goal statements concerning Community Facilities and Services, <br />Transportation, Water and Sewer, Environment, and Recreation. The <br />Board also recommended the Planning Staff consider editorializing <br />some of the remaining goal statements. <br />Agenda Item 8: Participating Paving Programs <br />Mr. Joe Bradshaw presented proposed procedures to be followed in ovmer- <br />participating paving, along with a list of applicants.' For copy of-these <br />Local Procedures, see page 62 of this book. <br />Commissioner Gustavesorr suggested all applicants be notified, <br />if they are not eligible, of the reasons they are not .eligible to participate. <br />He suggested notifying persons who are eligible to participate as soon as possible. <br />Commissioner Barnes moved, seconded by Commissioner Gustaveson, <br />to approve the Owner Participating Paving Program Local Procedures. <br />Vote: ayes, 5; noes, 0. <br />Mr. Roy McAdoo, Efland Development Association, requested the <br />Commissioners help in getting the Department of Transportation to <br />change its classification of roads #1313, €1314, and #1315 from <br />subdivision streets to rural roads so that these roads would. 6e <br />eligible for paving. He explained the renovation of Efland-Cheeks <br />School has increased the traffic, especially on #1315 which runs <br />from Highway #70 to the school. He said the residents along the <br />road were having problems with dust created by the increased traffic. He <br />said the right-of-ways were overgrown to the point that visibility of <br />approaching cars was blocked. <br />The Chairman read the response the Board had received from the <br />Department of Transportation concerning the reclassification of <br />roads # 1313 and #1315. <br />Commissioner Barnes moved, seconded by Commissioner Gustaveson, <br />to authorize the Chairman to write a letter to Mr. Tom Bradshaw, Chairman of <br />-3- <br />
